All proposal addenda will be issued on the Township Website www.westorange.org /bids. All interested respondents should check the website from now through bid opening. It is the sole responsibility of the respondent to be knowledgeable of all addenda related to this procurement.

Sealed proposals clearly marked with the title of project and name and address of party making submission, addressed to the West Orange Township Purchasing Department will be received by mail, or hand delivery, at the Municipal Building, 66 Main Street, West Orange, NJ 07052 on or before April 9, 2026 at 10:00am and will be publicly opened and read at that time in the Council Chambers on the same day. No bids received after that time will be considered.

This project is funded in whole or in part by the U.S. Department of Transportation (USDOT) Safe Streets and Roads for All (SS4A) Planning and Demonstration Grant Program and is subject to the Build America, Buy America Act (Pub. L. 117-58), and its implementing regulations at 2 CFR Part 184. All demonstration, temporary, modular, or pilot materials purchased or installed using SS4A funds are subject to Build America, Buy America (BABA) requirements unless a waiver is approved by USDOT. The consultant will be responsible for ensuring and documenting compliance of all covered materials prior to installation.

The Township, known dually as the Recipient, in accordance with the provisions of the Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. § § 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises  will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Bidders are required to comply with the Affirmative Action requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 and have a New Jersey Business Registration Certificate P.L. 2004, c.57

As of March 1, 2026, pursuant to the provisions of P.L. 2025, c.72, all Township of West Orange current legal notices will be published on the Township’s official website for at least one week, or other time period as required by law, before transferring the publication to the Legal Notice Archive. PROFESSIONAL SERVICES REQUESTED:
The Township of West Orange requests proposals from qualified professional consulting firms to
provide planning and technical support services under the U.S. Department of Transportation
(USDOT) Safe Streets and Roads for All (SS4A) Program, Planning and Demonstration Grant
Program. The project will consist of two focused safety studies; a Vulnerable Road User (VRU)
Safety Study, and a Roadway Lighting Safety (RLS) Study with respective mapping components.
Both studies are intended to support a data-driven, analysis-based approach to reducing roadway
fatalities and serious injuries by informing future safety improvement projects and update the
Township’s Vision Zero Action Plan.

PURPOSE OF REQUEST
The Township of West Orange will be in need of qualified professional consulting firms to provide
planning and technical support services under the U.S. Department of Transportation (USDOT)
Safe Streets and Roads for All (SS4A) Program, Planning and Demonstration Grant Program.

GLOSSARY
The following definitions shall apply to and are used in this Request for Qualification:
"Township" - refers to the Township of West Orange.
"Qualification Statement" - refers to the complete response to this RFP submitted by the
Respondents.
"Qualified Respondent" - refers to those Respondents who (in the sole judgment of the.
(Township) has satisfied the qualification criteria set forth in this RFQ.
"RFP" --- refers to this competitive contracting process in accordance with N.J.S.A. 40A:11-4.1, et seq.
for the following service
'Respondent" or 'Respondents"- refers to the interested party that submitted a Qualification
Statement.

PROFESSIONAL SCOPE OF SERVICES:
The project will consist of two focused safety studies; a Vulnerable Road User (VRU) Safety Study,
and a Roadway Lighting Safety (RLS) Study with respective mapping components. Both studies
are intended to support a data-driven, analysis-based approach to reducing roadway fatalities
and serious injuries by informing future safety improvement projects and update the Township’s
Vision Zero Action Plan.
Professionals with licensing and experience with the U.S. Department of Transportation (USDOT)
Safe Streets and Roads for All (SS4A) Program, Planning and Demonstration Grant Program are a
must to perform the services set forth in this Request for Proposal.
The following is a brief description of the professional services needed, including, where
appropriate, a description of tasks involved. Services are not limited to what is described herein.
1. Data Collection & Existing Conditions Analysis:
a. Compile and analyze crash data with emphasis on;
i. Vulnerable road user crashes;
ii. Nighttime and low-light condition crashes;
b. Review roadway characteristics, traffic volumes, and speed data;
c. Review Township’s Vision Zero Action Plan;
d. Inventory existing lighting and assess against current USDOT standards;
e. Review local, county, state, and federal safety plans;
f. Preparation of existing condition and existing inventory maps.
2. Vulnerable Road User (VRU) Safety Study:
a. Review Township’s Vision Zero Action Plan;
b. Identify high risk locations and corridors;
c. Analyze crash patterns, severity, and contributing factors;
d. Evaluate risk factors such as, but not limited to; speed, visibility, access;
e. Identify evidence-based countermeasures;
f. Develop planning-level cost estimates and implementation considerations;
g. Develop criteria to prioritize improvements and provide; near, mid- and long-
term actions;
h. Align recommendations with future implementation grant opportunities
(county, state and federal);
i. Prepare mapping for public and stakeholder engagement;
j. Prepare final reports for digital public distribution;
k. Update the Township’s Vision Zero Action Plan based on, but not limited to
the; data, results, and recommendations of the VRU Safety Study.
3. Roadway Lighting Safety (RLS) Study;
a. Review Township’s Vision Zero Action Plan;
b. Review existing lighting infrastructure and policies;
c. Identify inconsistencies and outdated lighting practices;
d. Evaluate lighting needs at intersections, crossings, and high-risk corridors
