Intrusion Systems Monitoring and Maintenance
New Castle County is seeking competitive sealed priced proposals for the monitoring and
maintenance of our intrusion systems at various New Castle County locations.
Interested parties are asked to submit a priced proposal to New Castle County Purchasing
Division, New Castle County Government Center, 87 Reads Way, New Castle, DE 19720, stating
their interest and qualifications. Proposals must be received by 2pm on Wednesday, December
27th, 2023, and must include two (2) hard copies and one (1) copy of the proposal on a USB or
similar type thumb drive within a sealed envelope. All information submitted on the electronic
drive must match the hard copy submission. The electronic version submitted will be deemed
the final version for evaluation purposes.
There will be a mandatory bid meeting held at the New Castle County Government Center on
Wednesday, December 13th, 2023 at 8:30 AM. Attendance at the pre bid meeting is
mandatory. If you do not attend this meeting, New Castle County will not accept or consider a
proposal submission from your firm. The current incumbent vendor is not required to attend
and will be permitted to submit a proposal.
At the conclusion of the pre bid meeting we will be going to various sites in New Castle County
to look at the current intrusion systems that are in place. Please allow 4-5 hours for these site
visits. Transportation to the facilities will not be provided by New Castle County.
Interest in attending the pre-bid meeting should be submitted in writing via email to Frank
Penta at frank.j.penta@newcastlede.gov by end of day on Friday, December 8th, 2023.
INSTRUCTIONS FOR PROPOSAL SUBMISSION
Sealed proposal envelopes must clearly display Bid #24SA-346, Intrusion System
Monitoring and Maintenance in the lower left quadrant on the front.
Facsimile transmissions of proposals are unacceptable and will be rejected without any
notice to the bidding vendor.
Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.

NOTE: All interested parties shall meet all local, state and federal codes, rules and regulations
related to this type of work, and must perform work in accordance to them, including, but
not limited to, licenses, permits, insurance, etc. This includes, but is not limited to, licensing
for Alarm Monitoring Contractor Registration; U/L Certification from Vendor or Sub-
Contractor who will be providing the service, State of Delaware Alarm Monitoring Contractor
Registration, New Castle County Business License, New Castle County Alarm Monitoring
Contractors License. All must be provided with proposal submission, or your bid will be
rejected, returned and not evaluated.
Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof
satisfactory to the County or its designated representative that the bidder and every
subcontractor possesses valid and effective licenses required by the United States, State of
Delaware, County and any applicable political subdivision in which the project is located to do
business within each such jurisdiction and to perform the labor and/or supply the materials
involved in the performance of the contract. No contract will be executed prior to the
submission of such proof and the acceptance thereof by the County or its designated
representative.
Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,
Title 29, and the New Castle County Code.

SUMMARY OF PURCHASING REQUEST
New Castle County requires full-service maintenance and monitoring of New Castle County’s
intrusion systems at various building locations as noted herein.
The Vendor selected (or sub-contractors to be utilized by the selected vendor) shall meet all
local, state and federal codes, rules and regulations related to this type of work, and must
perform work in accordance to them, including, but not limited to, licenses, permits, insurance,
etc. This includes, but is not limited to, licensing for Alarm Monitoring Contractor Registration;
U/L Certification from Vendor or Sub-Contractor who will be providing the service, State of
Delaware Alarm Monitoring Contractor Registration, New Castle County Business License, New
Castle County Alarm Monitoring Contractors License.
Successful vendor (or sub-contractors to be utilized by the selected vendor) shall provide proof
of insurance coverage, as specified herein.
Vendor shall provide a copy of their New Castle County license, State of Delaware Business
license, and any other applicable licenses.
Vendor (or sub-contractors to be utilized by the selected vendor) shall have the capability to
provide and utilize AA grade phone line security. New Castle County shall insure that the
existing communicators meet the AA rating. In the event that the monitoring station is not
local, New Castle County requires the vendor (or sub-contractors to be utilized by the selected
vendor) to incur all costs for long distance phone transmissions.
This contract is intended as a first-class operational maintenance and monitoring contract.
EXCEPTIONS
Acts of God, Vandalism, Physical Neglect, or any equipment that is no longer supported by the
manufacturer (which shall be documented by the vendor via the manufacturer) are NOT
included as the Vendor’s responsibility within this RFP. Any issues requiring repair due to these
circumstances are to be quoted separately and repaired after being approved by our Building
Maintenance Management team. Hourly rates are to be provided for all repair work due to
these circumstances on the pricing sheet provided below.

SCOPE OF WORK
The work to be performed under the specifications herein shall consist of furnishing all
material, labor, supervision, tools, supplies, and any other items or expenses necessary to
provide comprehensive full maintenance services and monitoring of every description,
including, but not limited to, adjustments, replacement of parts, batteries, components, and
testing.
The vendor (or sub-contractors to be utilized by the selected vendor) shall be responsible for
coordinating with manufacturers of equipment for proper interfacing, replacement parts, and
maintenance required to have fully operational Systems in place for the term of this
agreement. The vendor shall correct any faults that may be found in testing and inspections of
equipment to bring the system into compliance.
U. L. Listed - The central station shall be equipped and staffed to meet requirements as defined
by Underwriters Laboratories, Inc., for these types of systems with all openings, closings,
supervisory alarms, signals recorded, signals time stamped, and signals transmitted to and
received in the central station for all detectable action.
Individual access codes, which are valid at all authorized sites, shall be issued to each
authorized County employee. New Castle County reserves the right to add, change, or delete
authorized personnel throughout the life of the contract at no additional cost to New Castle
County.
The central station shall maintain a list of individuals to be notified in the event of an alarm or
trouble as provided by the County. Vendor must notify the County immediately of an alarm.
Unauthorized entry should generate an immediate phone call by vendor to 911.
Vendor (or sub-contractors to be utilized by the selected vendor) shall respond within 24 hours
and/or the following workday for repair/maintenance work. Vendor shall complete a
maintenance service form for all service calls made to New Castle County. Forms shall be
signed by the technician completing the service and e- mailed to
william.suiter@newcastlede.gov. This must occur within two (2) business days.
New Castle County reserves the right to add or delete locations as deemed necessary.
