The City of Gaithersburg invites qualified engineering consulting firms to submit a proposal to provide professional Engineering, Surveying and Subsurface Utility Engineering (SUE) Services to improve pedestrian safety in the area especially for pedestrians to and from the train station.
Consultants are urged to submit concise proposals, appropriate to scale of the project and include only items that are relevant to this specific project. The cost proposal shall be submitted following instructions further in this solicitation.
As part of this improvement, the City is seeking design of an ADA compliant traffic signal at S. Summit Avenue and Olde Towne Avenue. In addition, the City is seeking to improve pedestrian crossing before and after the CSX train tracks on S. Summit Avenue with improved pedestrian signal crossing(s).
The following are items that the City wants to be included for the design:
- Corridor pedestrian safety improvements
- Sidewalk improvements;
- Mid-block crossings;
- Driveway entrance reviews/design;
- City owned entrance access reviews;
- Signage and marking;
- Signal timing and signal gaps for pedestrians;
- Leading pedestrian intervals;
- Signal coordination and timing with train track preemption;
- Roadway geometry and surveying;
- Montgomery County Coordination for the traffic signal operation;
- Subsurface utility engineering;
- Traffic signal improvements;
- Utility test pitting, utility coordination, and boundary information;
- Prepare plats/exhibits and descriptions; and
- Perform land acquisition services.
The intersection of S. Summit Avenue and Olde Towne Avenue is a four-legged intersection with free flowing along S. Summit Avenue with two lanes northbound and two lanes southbound; the west leg of Olde Towne Avenue is a STOP controlled approach with left turn only and right turn only lanes, there is no thru movement indicated. The east leg is a one lane, one way street which is an entrance to the Gaithersburg Post Office.
Currently there is a Rapid Rectangular Flashing Beacons (RRFB) installed south of the CSX tracks on S. Summit Avenue that the City is interested in determining if alternative signal improvement associated with the signal at S. Summit and E. Diamond Avenue can help create an improved crossing.
The Consultant should review the overall corridor as indicated in Exhibit A and be familiar with the corridor to be able to recommend safety improvements.
