Oregon State University intends to contract for the provision of a 8200-01 S Smart Chamber from LI-COR Environmental Inc. as a sole source because of the contractor being the single provider of the goods and/or services. OSU has minimum specifications to fulfill the research objectives:
Precision and Sensitivity: The equipment must have the capability to continuously detect soil CO2 emissions with a high degree of accuracy.
Durability and Environmental Suitability: The device must feature a robust design suitable for use in agricultural settings, enabling continuous monitoring under adverse weather conditions.
Specialized Functionality: The equipment must support comparative analysis of CO2 emissions from soil, as required by the funded research project.
The 8200-01 S Smart Chamber meets the minimum research requirements by providing precise, continuous detection of soil CO2 emissions, which is essential for the project's comparative analysis of soil gas fluxes. When connected to a LI-COR gas analyzer, the Smart Chamber computes real-time fluxes, allowing for continuous, high-accuracy monitoring of soil CO2 emissions. This capability ensures the research objectives are met with reliable and consistent data collection. As a self-powered, portable device, the Smart Chamber is well-suited for agricultural field settings, enabling continuous monitoring in various environmental conditions. LI-COR Environmental is the only known company that manufactures and sells a soil CO2 sampling system with the required capabilities. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
