North Cascade NP SKAGIT /Refuge Collection Intent to Sole Source
In this case, the National Park Service (NPS), North Cascades NP, has a requirement to collect, transport and dispose of refuge outside the park per state regulations in Skagit County, Washington. Solid waste removal services in the State of Washington are regulated by the Washington Utilities and Transportation Commission, an agency of the Washington state government. WUTC regulates the rates, services, and practices of privately-owned utilities to include solid waste collection companies. The Commission regulates utilities under authority granted in Title 80 of the Revised Code of Washington (RCW). Public utilities, to include solid waste, are regulated by the state government; no alternatives exist to remove these barriers. In order to operate in Washington, transportation companies must be licensed/permitted and demonstrate proof of insurance. The state legislature has declared that operating as a solid waste collection company in the state of Washington is a business affected with a public interest and that such companies should be regulated. The purpose of these rules is to administer and enforce chapter 81.77 RCW by establishing standards. No deviation from these rules will be permitted without written authorization by the
Current Sole vendor is Waste Management LLC. If your company has the certification needed and can provide services in Whatcom or Skagit Counties on behave of the State. Please provide your state certificate.
The services required are as follows:
Contractor shall provide on occasion 20 yard or 30-yard dumpsters for individual projects or events requiring large capacity solid waste removal. Contractor shall provide additional garbage containers at NPS’ request. The contractor shall use vehicles equipped with compactor type units for collection and transportation of refuse.
Based on the above information, the only organization known which can provide technically acceptable services is Waste Management LLC
