The purpose of this amendment is to (1) Post Question and Answers from potential quoters, (2) Extend the submission expiration date for Request for Quote submission, and (3) Add Joint Venture Eligibility instructions for Joint Venture vendors for Request for Quote (36C24826Q1045).
Attached are Questions and Answers in reference to the solicitation already received by potential quoters. There is a total of 51 Questions and Answers.
The submission of Questions has been extended until Tuesday 3/24/2026 @
11:59 PM EST.
This will be the only extension for the questions.
Review Questions and Answers and sign under Amendment No. and date on page 3 of 53 of the solicitation.
Current time of expiration for submission of Request for Quote# 36C24826Q1045 is currently 3/26/2026 @ 10:00 A.M. EST.
Updated time of expiration for submission of Request for Quote# 36C24826Q1045 is now 3/26/2026 @ 11:59 P.M. EST.
Late submissions of Request for Quote# 36C24826Q1045 will not be accepted.
Below are Joint Venture Eligibility instructions for Joint Venture vendors.
JV eligibility for VA contracts is in VAAR 819.7003 - https://www.va.gov/oal/library/vaar/vaar819.asp#8197003
At the time of submission of offers/quotes, and at the time of award of any contract, the offeror must represent to the contracting officer that it is a
(1) SDVOSB or VOSB eligible under this subpart;
(2) Small business concern under the North American Industry Classification System (NAICS) code assigned to the acquisition; and
(3) Certified SDVOSB/VOSB listed in the SBA certification database at https://veterans.certify.sba.gov/ (see 13 CFR 128).
(c) A joint venture may be considered eligible if it meets the requirements in 13 CFR part 128, and the managing joint venture partner makes the representations under paragraph (b) of this section.
Note for Joint Venture (JV) Offerors: In accordance with VAAR
852.219-73(f) joint ventures may be eligible so long as the joint
venture meets the requirements of 13 C.F.R. 128.402. In order to
comply with 13 C.F.R. 128.402(e) JV offerors must include in
their Volume I a certification, signed by an authorized official of
each partner to the joint venture, stating that the parties to the
joint venture (1) have entered into a joint venture agreement that
fully complies with paragraph (c) of 13 CFR § 128.402 and (2)
will perform the contract in compliance with the joint venture
agreement. Failure to submit the certification will render the
offeror ineligible for award.
