COMBINED SYNOPSIS/SOLICITATION

Non-personal groundskeeping and landscaping services at the National Weather Service (NWS) Forecast Office in Upton, New York.

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.

Solicitation number 1305M326Q0236 is issued as a Request for Quotation (RFQ) for the provision of groundskeeping and landscaping services.

This acquisition is set-aside for small business concerns. The associated NAICS code is 561730. The small business size standard is $9.5M.

This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov .

THE STATEMENT OF WORK (SOW) IS ATTACHED (ATTACHMENT 1) AND SITE PHOTO (ATTACHMENT 2).

THE U.S. DEPARTMENT OF LABOR WAGE DETERMINATION 2015-4157 REVISION 31 DATED 05/13/2026 WILL BE INCORPORATED AND MAY BE VIEWED AT WWW.SAM.GOV (ATTACHMENT 3)

SEE THE ATTACHED SF 18 WITH THE TERMS AND CONDITIONS WHICH ALL QUOTERS MUST BE IN COMPLIANCE WITH TO BE ELIGIBLE FOR AWARD.

QUOTE PRICING MAY BE PROVIDED ON ATTACHED SF 18 FORM OR ON COMPANY LETTERHEAD.

Period of Performance:
THE DATES BELOW REFLECT AMENDMENT 0001

Base Period of performance for this requirement is Date of Award through 02/28/2027.
Option Period 1 for a twelve (12) month period 03/01/2027 through 02/29/2028.
Option Period 2 for a twelve (12) month period 03/01/2028 through 02/28/2029.
Option Period 3 for a twelve (12) month period 03/01/2029 through 02/28/2030.
Option Period 4 for a twelve (12) month period 03/01/2030 through 02/28/2031.

The Base Period start date is estimated to be a date 06/25/2026 through 07/01/2026. If there is a significant delay in awarding this contract, a shortened base period of performance may be utilized or an updated quote may be requested with a new 12-month base year and corresponding option years.

NOTE FOR 2026: The season for providing groundskeeping and landscaping services is April 1 through November 30 each year. In 2026, prior to Date of Award, only the grass was mowed during the months of April through June. The Contractor shall provide all services, with the exception of mowing, that were to have been performed in April, May or June 2026 within two (2) weeks of award or as negotiated by the Government Point of Contact. A site visit is recommended to develop an accurate quote.

THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES. IT IS THE CONTRACTOR’S RESPONSIBILITY TO REQUEST AND RECEIVE A CONFIRMATION OF THE QUOTE RECEIPT.

Per NOAA Deviation 2025-02/03: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Contracting officers will not consider those representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
