This is a solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) part 15, Contracting by Negotiation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested.
The solicitation number 36C24825R0040 is issued as a Request for Proposal (RFP). The incorporated provisions and clauses in this document are those in effect through Federal Acquisition Circular 2025-03, effective 01/17/2025.
This solicitation is for a set-aside for Small Businesses. The associated North American Industrial Classification System (NAICS) code for this procurement is 561720 (Janitorial Services), with a small business size standard of $22 Million. The PSC is S201 (Housekeeping Custodial Janitorial).
The Department of Veterans Affairs, Network Contracting Office -8 located at VA Caribbean Health System (VACHS), 10 Casia Street, San Juan, Puerto Rico 00921 is seeking a vendor to perform Janitorial Services at such facility.
Detailed specifications and requirements are provided in the attached Performance Work Statement (PWS), Instructions to Offerors, Price/Cost Schedule, Clauses and Provisions.
The contract period of performance is expected to be from October 1, 2025 to September 30, 2026, plus four option years.

The following solicitation provisions apply to this acquisition:

Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, Offerors Representations and Certifications Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required.
The following contract clauses apply to this acquisition:

FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (JAN 2025)

Award will be made based on price and other non-price factors. The order of importance is that evaluation factors 1 (Technical Capability), and 2 (Past Performance), when combined, are significantly more important than evaluation factor 3 (Price). Between evaluation factors 1 (Technical) and 2 (Past Performance), evaluation factor 1 is more important than evaluation factor 2.
Two site-visits will be conducted to allow interested Offerors to view the areas in which services are to be performed.
- VACHS: Site visit for the VA Caribbean Healthcare System main facility in San Juan will be conducted on May 19, 2025 at 1:00 Atlantic Standard Time (AST). The meeting point will be the VACHS main lobby. Facility address can be seen in section 2.9.1 of the PWS.
- MOPC: Site visit for the Mayaguez Out-Patient Clinic will be conducted on May 20, 2025 at 1:00 Atlantic Standard Time (AST). The meeting point will be the MOPC main lobby. Facility address can be seen in section 2.9.2 of the PWS.
Questions submission shall be received not later than 3:00 PM AST on May 21, 2025 at wilfredo.perez3@va.gov.
Submission of your response shall be received not later than 3:00 PM AST on June 6, 2025 at wilfredo.perez3@va.gov. The quoter shall submit a PDF version of the quote to the Government. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). Omission of any one item MAY result in a quoter package being deemed not technically acceptable.
