The Oklahoma Department of Wildlife Conservation is inviting written bids for all Project Management, Superintendence, labor,
machinery, equipment, tools, materials, supplies and appurtenances described by this solicitation.
Method of Responding to this Solicitation: Bids will be accepted by mail, email or hand delivered to the Using Agency Contact
specified above.
The requirements of the proposed contract for construction are described within this Solicitation, and the Solicitation will become
a part of any resultant Contract. Bidder will perform work in compliance with all applicable codes, standards, ordinances and laws.
The issuance of this Solicitation does not guarantee that the State of Oklahoma will enter into an agreement, and the State reserves
the right to reject any and all bids.

ARTICLE 1: General.
1.1 The undersigned, being familiar with the local conditions affecting the cost of the work, with the Solicitation for Bids and in accordance
with the provisions thereof, hereby proposes to furnish all labor, materials and equipment necessary for the sums listed herein.
1.2 In submitting the bid, it is understood that the right is reserved by the State of Oklahoma to reject any and all bids, and it is agreed
that this bid may not be withdrawn for a period of thirty (30) days after the date bids are due. Work is to start within ten (10) days after
receipt of Notice to Proceed.

Scope of Work: Veterans Park Pond Fishing Dock (T-Shaped)
Design, manufacture, delivery, and install a 8ft x 20ft T-shaped Fishing Dock with a 40ft x 4ft
gangway in the northeast corner of Veterans Park Pond, per the General Requirements outlined below.
As required by Section 70914 of the infrastructure Investment and Jobs Act (BABA - Buy America Build
America Act. Pub. L. 117-58) the successful Contractor must sign and return Attachment A (BABA) with their
Bid certifying that they are compliant with all Buy America Requirements.

General Requirements
I. Design
* The floating dock system specified above shall be designed to:
- Accommodate water level fluctuations between the Design Low Water (DLW) and
Design High Water (DHW) elevations provided above
- Provide safe and accessible access for individuals with disabilities in accordance with
American with Disabilities Act (ADA) and Architectural Barriers Act (ABA) standards
- Include ADA-compliant handrails, non-slip surfaces, and a transitional plate with a
2-inch vertical edge protection between the gangway and the abutment
- Withstand the vertical, horizontal, and torsional loads as specified in the Design
Specifications section below
- Provide support structures to prevent the floating dock system from grounding during
low water elevations and dry periods
- At least 25% of the rails must be 34 inches or less in height above the deck of the
floating dock
- Use flotation with a minimum guaranteed life expectancy often (10) years against
defects, cracking, peeling, sloughing, and deterioration from ultraviolet rays
- Use flotation impervious to petrochemicals and shall be of fire-resistant construction,
while retaining its resiliency against ice and impacts by watercraft
- Include connecting points capable of being disconnected and moved if necessary
- Meet all local, state, and federal safety standards for floating dock systems
* Anchorage must allow floating dock system to be usable at all water elevations between
the DLW &DHW
* Design modifications to the floating dock system specified above will be accepted if the
modifications meet or exceed the standards listed in General Requirements - Sections VI &
VII
* Bids must include design drawings of the floating dock system, anchorage, and dock
abutment along with materials lists for the floating dock system and anchorage

II. Materials
* All aluminum, iron, steel, manufactured products, and construction materials must comply
with domestic content procurement preference requirements established in the Build
America, Buy America Act (BABA) at Section 70911 et seq.
* Marine Grade 6061 or 6063 Aluminum alloys will be accepted has a substitution for
hot-dipped galvanized steel
* All fasteners shall be stainless steel or hot-dipped galvanized steel
Ill. Fabrication
* Welding shall be performed by certified welders in accordance with the standards listed in
General Requirements - Section IV
* All holes shall be deburred and treated with an approved cold-galvanizing spray
* Field welds shall be limited and shall be indicated clearly on engineering drawings and
treated with an approved cold-galvanizing spray
IV. Experience
* Bidder shall provide a list of at least two (2) projects of similar size and scope to the project
being bid that have been completed within the past five (5) years
- Contact information and photos are required for each reference project listed
* Bidder and/or manufacturer sub-contractor shall a minimum of three (3) years of experience
in the design, fabrication, and installation of floating dock systems
V. Warranty
* The manufacturer shall warrant all materials and workmanship for a period of one (1) year
from the date of final acceptance by ODWC

VII. Vertical Loads, Horizontal Loads, & Torsional Resistance
* Dead loads shall consist of the entire weight of the floating structure, including railings,
gangways, anchor sleeves, rub rails, and other accessories and appurtenances
* The deck surface and structural frame live load shall be equal to 50 PSF applied to the full
surface area of the deck
* Substructure designed to support full live load across a 30-foot span, calculated to the
maximum wave, crest to crest, on most inland lakes
* The anchorage system shall be designed to resist the specified loads at the Design High
Water (DHW) elevation
* Gangways and ramps shall be designed to support 50 PSF live load and full deck load

* Connections between gangway and dock shall safely resist loads from docked boats, wave
action or wind up to #12 on the Beaufort Scale without damage or deformation of the dock
system
* Handrails shall be designed for a 200-pound load applied in any direction and at any point
along the length of the handrail
* Flotation for boat docks shall be designed to support the dead load plus 30 PSF live load
applied to the deck area
* A uniform horizontal wind loading from any direction shall be calculated in accordance with
ASCE 7-05 for exposure category "D" on all project surfaces, assuming 100% boat
occupancy
* A horizontal load due to impact on the boat dock shall be the result of the largest boat
normally using the lake striking the end of the finger 10 degrees (10 degrees) off the center line of
the boat dock. For purposes of calculation, the weight of the craft shall be 12 times the
length squared (12L2). For analysis of impact, craft speed shall be considered moving at a
speed of 3 FPS
* The system shall be designed to resist torsional forces to the extent that there shall be no
more than three (3) inches of freeboard variation per 100-feet length as measured in any
direction and under any combination of specified vertical and horizontal load conditions
except wave action loads
* The floating structures shall be designed to resist a 400-pound vertical point load at any
point on the dock without violation of the freeboard torsion design requirement
* Anchor pipes shall slide freely during water level fluctuations and design live loads
* Manufacturer and Engineer of Record must provide evidence of testing and/or proof of
calculations of the specified loads lists above
Execution
I. Timeline
* Design, manufacture, delivery, and installation of the floating dock system specified above
shall be completed by December 28th, 2026.
* Complete a pre-installation site visit with representative from ODWC, at least two (2) weeks
in advance of installation to determine water depth, proper length of anchors, and
recommend any specific site preparation alterations to ensure proper floating dock system
installation
II. Closeout
* Upon completion of installation, conduct a final inspection with representative from ODWC
and complete any corrective work as directed
Miscellaneous Information
* There will be no pre-bid meeting held at the project site
* Bids must include a signed Build America, Buy America Act Certification (see attachments)
* Bidders are responsible for visiting the project site and familiarizing themselves with site
conditions prior to submitting a bid
* Late bids will not be considered
* Questions during the bid process shall be sent by email to: Susan.Mecham@odwc.ok.gov by
May 29th, 2026 by 3:00 PM Central Standard Time (CST) as the last date and time for questions.
* No questions will be taken by phone, all questions must be in writing.

* Contract will be awarded to one vendor only. If vendor is awarded multiple ODWC projects,
they must be capable of completing each project as required by contract documents.
* Insurance: The successful bidder will be required to provide certificates of insurance for general
liability, vehicles, and worker's compensation for this project general conditions immediately upon
notification that they are the successful bidder. A contract will not be issued without the required proof
of insurance.
* There is NO bid bond for this project.
* Basis of Contract: The determination of the Lowest Responsible Bidder will be made based on bid as
Total Project Cost, along with the proposed time to complete the work. Failure to submit a complete
bid, inclusive of affidavits and requested information, may disqualify the bidder. ODWC reserves the
right to make any inquiries to insure that the lowest bidder is actually able to complete the work in a
satisfactory manner.
* The contract will be issued by the Office of Management and Enterprise Services, Construction and
Properties Division (OMES/CAP). The Contractor shall not begin work until
the contract is in place and written notice to proceed has been issued by OMES/CAP. Bids are invited
as stated on the solicitation cover sheet and must be returned by the date and time specified. All bids
must be accompanied by the Affidavit, attached.
* Terms and conditions: As stated in the contract.
* Invoicing and Project Communication: All work-execution related communications must go through the
Agency Representative. Project invoices shall be sent to the Agency Representative at the following
