ISSUED: December 1, 2025
RFP 26-009-59
Ryan White PART A and Minority AIDS Initiative (MAI)
HIV Emergency Relief Project
(Shelby County Health Services-Ryan White)
TO ALL PROSPECTIVE BIDDERS:
The following questions were submitted by potential bidders. Our answers are listed
below in red:
1. Page 32, Cost and Fees, 4.a: the RFP says, “If multi-year, include a breakdown
per fiscal year (July 1st to June 30th) for each renewal year. My question: the
grant year is March 1 to February 28 (or 29). Does an adjustment to fit the
Shelby County fiscal year have to be made or should I use the grant’s fiscal
year? Please use the grant year March 1st – February 28th (or 29th), we’ll issue an
addendum to align with the grant year.
2. On page 33, References: the RFP asks for “At least three (3) current or former
clients who have terminated in the last five (5) years, are to be included” in a list
of current and former clients. Does the RFP want names and contact information
for vendors our agency has worked with or is the RFP asking for the names of
clients who have received mental health services with our agency? My concern is
that if the latter is what the RFP is requesting, this would be HIPAA protected
client information and assurances of confidentiality are needed. Would you
please clarify exactly what information is requested?
References, names and contact information for vendors your agency has worked
with to provide services similar to this RFP. We don’t want names of clients who
have received mental health services.
3. On page 4, II Minimum Proposer Requirements
2. BRN #, does this apply to Crittenden County Arkansas bidder?
The Proposal Response Sheet also has the BRN# as a requirement.
What would be the response if not appliable to Arkansas?
As a part of doing business with Shelby County Government (SCG), each
individual, company, or organization is required to have active BRNL and Vendor
numbers before starting to provide goods/services to SCG.
• To obtain an SCG Equal Opportunity Compliance (EOC) BRN (as well as
an BRNL, if applicable) and the SCG Vendor number, please submit an
online application, as described below. The EOC and Vendor applications
are combined.
