Summary

The City of Seattle recognizes the critical importance of ensuring public health, environmental safety, and community well-being through effective Recreation Vehicle (RV) wastewater collection and disposal services. To address this need, the City seeks to contract with a single vendor capable of providing comprehensive services. This includes the collection and proper disposal of both black and gray water from RVs parked in the public right-of-way, strict compliance with all safety and regulatory requirements, and expertise in handling diverse RV wastewater connections.

The proper collection and disposal of wastewater from RVs is essential to prevent environmental contamination, protect local water resources, and mitigate potential public health risks. Wastewater from RVs often contains hazardous pollutants, including bacteria and chemicals, that can harm ecosystems and pose serious health threats if not managed appropriately. By removing wastewater efficiently and safely, the City aims to address these risks while also improving the quality of life for both RV occupants and surrounding communities.

The selected vendor will be responsible for supplying essential equipment, such as secondary containment systems, cleaning tools, and personal protective equipment (PPE), while adhering to established health and safety standards. Additionally, the vendor must ensure timely service scheduling, proactive spill management to minimize risks, and preparedness for emergencies. Through this contract, the City seeks to uphold sanitation standards, safeguard environmental health, and enhance living conditions in areas where RVs are stationed.

Background

The City has held several successful contracts for RV Wastewater Pumping with since 2020. However, the current contracts are set to expire. Therefore, the City is returning to the marketplace to establish new contracts for RV Wastewater Pumping. The current contract for RV Wastewater Pumping will be closed.

During 2024, the City spent approximately $125,000 on the current RV Wastewater Pumping with UNITED SITE SERVICES OF NEVADA INC (City of Seattle Blanket Contract 5119). Most orders average $3200 each. There are occasional orders that are between $10,000 and $12,000 with a few orders as high as $15,000. The primary users of the contract were Seattle Public Utilities and Seattle City Light. The City intends to replace the current blanket contract with the resulting vendor from this solicitation.
