Tower sites.
The walk through is required. Please confirm your attendance by emailing Jake Miller at millerja@iastate.edu. Include
all attendees from your organization and include all email addresses.
Emails must be sent no later than Wednesday, March 6th. Details including which site to meet at, and when, will be
provided on Thrusday March 7th.

Bid Attributes
1 Overview
Iowa State University, in collaboration with public-private partners in the US and sponsored by the National Science
Foundation and National Institute of Food and Agriculture, is developing the ARA wireless living lab to enable
research, education, and innovation in rural broadband and applications such as agriculture, education, and
renewable energy (see https://arawireless.org). As a part of the ARA project, cutting-edge rural broadband
platforms will be installed at fixed sites and one mobile site in Central Iowa (see https://arawireless.org/deployment/
for details).
This RFP is for work that will be performed at 5 locations:
Boone High School Tower (42.061771187942526, -93.88780835766904) (500 7th St, Boone, IA 50036). This
is an existing 140’ tower site with work in an adjacent building.
Gilbert StoryComm Tower (42.11869419427385, -93.5993571736365). This is an existing 250’ tower site.
ISICS Tower (42.01146423125151, -93.55895113293082) (57073 US-30, Ames, IA 50010). This is an existing
395’ tower site.
Wilson Hall (42.0139880491214, -93.65104627344094) (926 Hayward Ave, Ames, IA 50014). This is a
rooftop location.
Agronomy Farm (42.02126313861482, -93.77365127964835) (1308 U Ave, Boone, IA 50036). This is an
existing 70’ monopole.
The estimated budget for all five sites is $245,000.

1 Background Checks
1 Contractor shall ensure no Contractor employee or Subcontractor employee assigned to perform Work has been
convicted of or pled guilty (including differed judgement) to any felony or misdemeanor involving violence, theft or
sex crime. If Contractor believes the timing or circumstances of employee’s conviction or rehabilitation efforts
warrant a waiver of this requirement, Contractor may submit a written request for such waiver to Owner. Owner shall
determine whether to grant such request at its sole discretion.
Contractor shall develop procedures to comply with this requirement, which at a minimum shall include the following:
Each employee assigned to perform Work, shall be subject to a criminal background check. This applies to all
subcontractor employees as well.
The criminal background check shall be performed by a law enforcement agency or a person, contractor, or
agency that regularly engages in the practice of researching and assembling criminal history information on
specific
persons for the purpose of furnishing criminal history reports to third parties and is accredited by the National
Association of Professional Background Screeners (NAPBS).
The criminal background check shall cover a minimum of seven (7) years prior to date of assignment of the
employee to perform Work.
The criminal background check must have been conducted prior to the date Contractor assigns employee to
perform Work.
The criminal background check shall include records for any jurisdiction in which employee has lived and/or
worked during the preceding seven (7) year period.
Contractor shall obtain any required consent from employee and shall comply with the Fair Credit Reporting
Act as
applicable.
If Contractor has or obtains any required criminal background information, including police reports and arrest
information, which potentially disqualifies an employee otherwise eligible by Contractor to provide services,
Contractor shall promptly notify Owner.
Contractor shall retain written documentation as proof of compliance with these requirements. An affidavit of
compliance will be provided to Owner prior to commencement of Work. Upon reasonable notice, Owner may review
such documentation for the purpose of auditing compliance.

1 Identification Badges
2 Contractor shall provide all employees and Subcontractor employees with a Contractor’s identification badge to be
worn on all work sites. The identification badge shall be laminated and must be displayed clearly on the employee at
all times. The identification badge will include a photo of the employee, company name and employee’s full name.
Failure of the employee to not properly display the identification badge may be cause for removal of employee from
the Work or cancellation of the contract release. Failure of Contractor to enforce this requirement may be cause for
cancellation of work.
