The Hillsborough County Aviation Authority (Authority) invites interested Design Professional firms (Respondent) to submit qualifications to provide professional design services in accordance with Florida Statute Section 287.055 for the design of Runway 1R-19L and Taxiway C Reconstruction and Rehabilitation of Runway 1L-19R and Associated Taxiways (Project) at Tampa International Airport (Airport), hereinafter known as Project.
Runway 1R-19L and Taxiway C Portland Cement Concrete (PCC) pavements were last reconstructed in the late 1980s. Selective concrete slab replacements and pavement repairs have occurred over the life of the pavement since reconstruction occurred. In the last few years the rate of deterioration has accelerated to the point of requiring urgent closures to replace additional slabs. The Authority conducted a pavement study in 2024 to determine the remaining life for both the runway and taxiway. The study results and the increase in frequency of slab replacements and repairs have led to the determination that reconstruction of the pavement is the most effective solution.
Runways 1L-19R and 1R-19L split approximately 90% of the total air traffic at the Airport. The remaining 10% utilize Runway 10-28. The Airport will be dependent on Runway 1L-19R for 90% of all air traffic and 100% when Runway 10-28 is also closed during certain phases of construction. Due to the heavy reliance on a single runway, the Project will also include the rehabilitation of Runway 1L-19R and its associated Taxiways W and V to reduce the risk of any unexpected repairs during the reconstruction period. The rehabilitation of Runway 1L-19R and its associated taxiways is anticipated to be solicited as a separate bid package prior to the solicitation of the reconstruction of Runway 1R-19L and Taxiway C.
