This addendum shall be a part of the Plans, Contract Documents and Specifications to the same extent as
though it were originally included therein, and it shall supersede anything contained in the Plans, Contract
Documents, and Specifications with which it might conflict. This addendum, including all attachments, shall
become part of the Contract and all provisions of the Contract shall apply thereto. The time provided for
completion of the Contract has not been changed as noted in this addendum. Acknowledgement of receipt of
this addendum must be noted in the appropriate section of the Bid Form and included with the Contract
Documents.
The bid submission deadline is not revised as part of this Addendum.
A. QUESTIONS AND ANSWERS
1. Question: We have a question about spec P-211. It calls for an LBR of 125. From our experience lime
rock does not achieve that high of an LBR. Would crushed concrete or GAB be a suitable substitute?
Answer: The use of P-209 Crushed Aggregate Base Course may be used in lieu of P-211 Lime Rock
Base Course at the Contractor’s discretion at no additional cost. Payment for the use of P-209 in lieu of
P-211 will be made in accordance with the P-211 item. Refer to the attached Specification P-209
Crushed Aggregate Base Course.
2. Question: Is the referenced project still scheduled to bid March 10 at 1:00 PM? Also, I would like to
know how bidders are being notified of addendums.
Answer: The Bid Opening remains Tuesday, March 10, 2026 at 1:00 PM CT as indicated in Addendum
No. 2. All addenda are issued through the City of DeFuniak Springs Requests for Bids, Qualifications
and Proposals website here: https://www.defuniaksprings.net/1230/Bids-RFPs. Addendum No. 4 is the
final addendum for this project.

ITEM P-209 CRUSHED AGGREGATE BASE COURSE
DESCRIPTION
209-1.1 This item consists of a base course composed of crushed aggregate base constructed on a
prepared course in accordance with these specifications and in conformity to the dimensions and typical
cross-sections shown on the plans. This item may be used in lieu of P-211 Lime Rock Base Course at the
Contractor’s discretion.
MATERIALS
209-2.1 Crushed aggregate base. Crushed aggregate shall consist of clean, sound, durable particles of
crushed stone, crushed gravel, and shall be free from coatings of clay, silt, organic material, clay lumps or
balls or other deleterious materials or coatings. The method used to produce the crushed gravel shall result
in the fractured particles in the finished product as consistent and uniform as practicable. Fine aggregate
portion, defined as the portion passing the No. 4 (4.75 mm) sieve shall consist of fines from the coarse
aggregate crushing operation. The fine aggregate shall be produced by crushing stone, gravel that meet
the coarse aggregate requirements for wear and soundness. Aggregate base material requirements are
listed in the following table.

1 The area of each face shall be equal to at least 75% of the smallest mid-sectional area of the piece.
When two fractured faces are contiguous, the angle between the planes of fractures shall be at least
30 degrees to count as two fractured faces.

one having a ratio of length to width greater than five (5).
209-2.2 Gradation requirements. The gradation of the aggregate base material shall meet the
requirements of the gradation given in the following table when tested per ASTM C117 and ASTM C136.
The gradation shall be well graded from coarse to fine and shall not vary from the lower limit on one sieve
to the high limit on an adjacent sieve or vice versa.
