Veterans Park Project - Pump Track Design and Construc on
The City of Hendersonville (“City”) is solici ng proposals from qualified and experienced pump track design
build companies and/or Providers (“Providers”) to design and install a pump track at Veterans Park as
detailed in this proposal. The selected Provider will work hand-in-hand with the project design team to
work within the site constraints and budget. Providers will be responsible for all aspects of design and
installa on of the pump track.
This project is funded through the 2024 Recrea onal Trails Program grant administered by the Tennessee
Department of Environment and Conserva on, Office of Outdoor Recrea on. All work must comply with
RTP grant requirements and applicable federal, state, and local regula ons, including full ADA compliance.

1.1 Sealed proposals must be submi ed by mail or hand delivery in a sealed envelope or package clearly
marked with the project tle and received by the City by the proposal due date and me specified in
Sec on 1.2 RCSP Timeline. Proposals submi ed a er the specified deadline will not be accepted.

1.3 Review this RCSP and submit complete proposals with the enclosed SUBMISSION FORMS by the due
date specified in Sec on 1.2 RCSP Timeline.
1.4 Proposals may not be submi ed by email or facsimile.
1.5 The person(s) authorized to sign on behalf of the Provider and to bind the Provider to statements
made in response to the RCSP must sign the proposal.
1.6 Provide six (6) copies of your proposal: one (1) unbound, signed, and clearly marked as ORIGINAL and
five (5) copies of the original clearly marked as COPY in a sealed envelope or package. The original and
all copies should be iden cal (excluding differences in labeling as noted above).
1.7 All proposals will be irrevocable for a period of sixty (60) days from the date of the proposal submission
deadline.
1.8 Include product literature, informa on, samples, and pictures as necessary.

Sec on 2.0 – Defini ons
In this RCSP, the following terms have ascribed to the following meanings:
a. “Proposal” means the Provider’s complete response to this RCSP, including all forms and
a achments;
b. “Provider” means the person, Provider, firm or partnership, consor um or joint venture that
submits, or intends to submit, a proposal in response to this RCSP;
c. “RCSP” means the Request for Compe ve Sealed Proposals document in its en rety, inclusive of
any addenda that may be issued by the City.
d. “Submission” means the act of submi ng a Proposal in response to this RCSP;
e. “Work” and “Services” means all work and services required under these documents, and in
accordance with the Contract Requirements, General Requirements, and Specifica ons;
f. “RTP” means Recrea onal Trails Program;
g. “TDEC” means Tennessee Department of Environment and Conserva on.
Sec on 3.0 – Scope of Request
The City is reques ng proposals from qualified and experienced pump track design build Providers to
design and construct a pump track at Veterans Park. The selected Provider shall be responsible for all
aspects of design and installa on and shall coordinate with the City to ensure compliance with site
constraints, budget limita ons, and grant requirements.
The desire for the new pump track is to feature the following items:
At a minimum one (1) primary riding loop, one (1) jump track, and one (1) tot track
Progressive riding elements to accommodate varying skill levels
A minimum of one (1) ADA-accessible entry point
Design elements customized to reflect Hendersonville
Budget Requirement:
The total project cost must not exceed three hundred thousand dollars ($300,000)
Providers submi ng a proposal will receive fair and equitable treatment in the solicita on, receipt and
evalua on of the Proposal received. Proposals must address the RCSP content requirements outlined
herein, must be well ordered, detailed and comprehensive. Clarity of language, adherence to suggested
structuring, and adequate accessible documenta on is essen al to the City’s ability to conduct a thorough
evalua on. The City is interested in proposals that demonstrate efficiency and value. General marke ng

and promo onal material will be reviewed and considered. Providers shall comply with the provisions of
the RCSP Process Terms and Condi ons contained herein.
Sec on 4.0 – Communica ons and Ques ons
Any requests for clarifica on or other ques ons concerning this RCSP must be submi ed in wri ng via
email to the Parks Director, Andy Gilley, at agilley@hvilletn.org no later than the date and me specified
in Sec on 1.2 RCSP Timeline. No verbal requests or requests submi ed in any other format will be
accepted.
Significant interpreta ons or clarifica ons and responses to ques ons received by the stated deadline will
be issued through wri en addenda to this RCSP. Addenda will be posted on the City website and/or
distributed to all known proposers.
Sec on 5.0 – Proposal Content
Proposals submi ed in response to this RCSP should be detailed sufficiently and demonstrate a en on to
the scope of the request as outlined in Sec on 3.0 of the RCSP and include the following:
5.1 Le er of Introduc on
Introducing the Provider and signed by the person(s) authorized to sign on behalf of and to bind
the Provider to statements made in response to this RCSP, and Signed Proposal Submission Forms.
This le er should include a descrip on of capability and history of Provider.
5.2 Table of Contents
Include page numbers and iden fy all included materials in the proposal submission.
5.3 Statement of Understanding
Provider should include a statement of understanding and approach to this project; the statement
should describe the Providers understanding of the project, special skills, and innova ve thinking
that they would bring to the project.
5.4 Provider Profile
Providers should be able to adequately reflect that they have the staff, organiza on, culture, and
financial resources to ensure their ongoing ability to deliver and support the Project. Please
include a profile and summary of experience in the design of similar pump tracks and any
cer fica ons within the scope of said pump tracks.
5.5 Proposed Project Team Members
A descrip on of the applicant’s organiza onal composi on and the primary role of each
individual/firm on the team. Organiza onal charts may be included, if appropriate. Clearly indicate
the applicant’s designated team leader for the project as well as the specific individuals who will
be assigned to the work and their respec ve exper se in such work.
