329 RSG Field Sanitation Services at Fort Barfoot

A. This is a synopsis of commercial items prepared in accordance with the format in FAR 5.207, as supplemented with additional information included in this notice. The solicitation for this notice will be published on https://sam.gov as a Request for Quote (RFQ) on or about May 5, 2025.

B. The Virginia Army National Guard (VaARNG) is seeking the delivery, pick-up, and rental of portable latrines, hand washing stations, and roll-off dumpsters to Fort Barfoot in Blackstone, VA. In addition, the VaARNG also requires the following services to supplement the previously mentioned rental items: Portable latrine cleaning (includes pump out), and hand washing station refill. The above-mentioned services will occur non-consecutively between July 12, 2025, and September 14, 2025. Specific servicing locations will be provided after award.

C. The Government intends to award a firm-fixed-price contract resulting from the RFQ. Multiple awards will not be made. The associated North American Industrial Classification System (NAICS) code for these services is 562991 (Septic Tank and Related Services). The Product Service Code (PSC) is W085 (Lease or Rental of Equipment - Toiletries). This requirement will be a 100% Set aside for small businesses. Only qualified offerors may submit quotes.

D. Payment will be made through the Wide Area Workflow (WAWF) application in accordance with DFARS clause 252.232-7006, Wide Area Workflow Payment Instructions.

E. To be considered for an award, vendors shall have an active registration in the System for Award Management (SAM) at https://sam.gov. Vendors are responsible for ensuring that the representations and certifications in their SAM registration are accurate and current.

F. On behalf of the Government, the Contracting Officer intends to evaluate each quote and make an award without discussions. The Contracting Officer unilaterally reserves the right to determine if it is necessary to conduct discussions.
