PREPARING AND SUBMITTING QUOTE:

Response is encouraged to include past performance information: other military, commercial, and civilian companies with whom you have done business. Include country of manufacture for all items. Include feasible delivery dates. All questions and quotes must be directed to above point of contact. Questions asked within 1 week of solicitation close will be answered at the discretion of the Contracting Office. Emailed quotes are preferred. Late quotes may be rejected at the Contracting Officer's discretion. Please make quotes good until 30 September 2025.

This project is on the Army National Guard priority list and funds will be provided for award (1) proposal/bids are within 15% of the Independent Government Estimate (IGE); and (2) funds are made available to the organization as anticipated. This statement is not a commitment of funds.

This requirement falls under one of the following exceptions, allowing the contracting process (up to point of award) to commence prior to funding availability. High priority requirement when there is a high probability that the requirement will not be cancelled. AFARS 5132.702(a)(ii).

EVALUATION:

The Government plans to award a contract resulting from this solicitation to the offer conforming to the solicitation which will be most advantageous to the Government. Quotes will be evaluated using price, technical, and past performance, all being considered equal. All solicitation specifications are not absolute, and the Minnesota Army and Air National Guard will consider innovative solutions to this requirement.
