Description
**Proposal Due Date Extended**
Atlanta Regional Commission (ARC) is soliciting proposals for the management, operations, and maintenance of the Mobile Welding Trailer (MWT). This unit provides state-of-the-art equipment and technology in support of occupational skills training in the area of welding, for the ARWDB seven county area, as well as partner activities throughout the metro Atlanta region. The MWT will be used to provide the expansion of welding training services to advance industry recognized credential attainment to job seekers, enhancement of existing skills to businesses and their current employees, as well as industry skills exploration by students throughout the region, meeting current and future industry needs, and supporting regional economic development.

Questions and Answers
Program Scope
1 Is there an estimated annual number of participants ARC expects the Mobile Welding Trailer to
serve? No, however, the unit operates on a schedule based on request within our seven-county
footprint.
2 Are there specific industry-recognized welding certifications ARC would like the training provider to
deliver (AWS, NCCER, etc.)? AWS is basic requirements; however unit is equipped to provide
higher skilled welding training
3 Will ARC prioritize training for specific populations such as youth, dislocated workers, incumbent
workers, or students from partner schools? That is situational as mentioned in #1 unit operates
on a schedule.
Trailer Logistics
1 Where is the Mobile Welding Trailer currently stored, and who is responsible for transporting the
trailer between training locations? Unit has a secure location for parking and the recipient of the
RFP will be responsible for transporting the trailer to and from locations. SEE Exhibit A: Scope

2 Will ARC provide a vehicle capable of towing the trailer, or is the selected contractor expected to
provide transportation? Contractor expected to provide. . SEE Exhibit A: Scope of Work in

3 Approximately how many deployment days per month does ARC anticipate for the trailer? The
expectation for deployment is based schedule and on the length of training determined by training
provider with the expectation to keep the unit scheduled throughout the year with planned downtime
for deep cleaning and maintenance.
4 Will ARC coordinate training locations with workforce partners, or will the contractor be responsible
for scheduling and outreach? ARC will be responsible for maintaining the schedule, but outreach
will be on both parties
Equipment and Maintenance
1 Can ARC provide an inventory list of welding equipment currently installed in the trailer?
There are 8 fully equipped booths with flame resistance curtains / no raw materials are maintained on
unit unless class is in session.
2 Are there existing maintenance records or service schedules for the equipment?
No. Contractor will be responsible for keeping maintenance record and unit serviced
3 What party will be responsible for major equipment repair or replacement costs?
ARC will be responsible for providing repairs as needed for regular wear and tears but due to not
negligence of the contractor or leaser of the unit

Budget and Contract Structure
1 Is there a maximum annual budget or funding range allocated for this contract?
Contractor must provide their own budget analysis as indicated in RFP template
2 Will compensation be structured as a fixed annual contract, hourly rate, or per-training session
reimbursement?
Contact reimbursement will be discussed after award of RFP
3 What is the anticipated contract duration and renewal options? Please review RFP section "Contract
Terms"
Reporting Requirements
1 What reporting metrics will ARC require from the contractor (e.g., number of trainees, credential
attainment, employment placement)? Situational based on funding of the training program
2 Will ARC provide a reporting system or template for tracking program outcomes? If WIOA funding is
used tracking will be reported through our participant portal entered by career services contractor.
Proposal Requirements
1 Will ARC host a pre-proposal meeting or site visit for the Mobile Welding Trailer? No
2 Are there specific insurance or licensing requirements contractors must meet to operate the unit?
Contractor must hold company/business insurance (See RFP): Applicant Eligibility regarding
requirements to operate the unit.
3 Will subcontractors or partner organizations be permitted as part of the program delivery model?
Yes, with the approval of the ARC Program Manager.
