RPF for AAssessment Engineer Services for the Street Lighting and the LMAD

The City of Yorba Linda is requesting proposals from qualified consultants to provide professional Assessment Engineer Services for the Street Lighting and Landscape Maintenance District (LMAD). The selected consultant will prepare the annual Engineer’s Report and provide related consulting, engineering, and assessment administration services necessary for the annual levy of assessments on the Orange County tax roll. The LMAD has been in existence for nearly 45 years and includes multiple lighting, landscaping, and traffic signal zones, including both citywide and local benefit zones. Services under this RFP include annual engineer report preparation, assessment methodology review, special benefit and proportionality analysis, zone boundary review, County tax roll submittals, and related administration services. The selected consultant may also be asked to provide Proposition 218-related services, including petition support, public outreach, signature validation, balloting, and tabulation, for zones identified as requiring increased assessments to sustain maintenance and operations.
