Project Description: Sealed bids for the Route 54 Sanitary Sewer Extension Project, Contract No. WB-1, (hereinafter “Project”), will be received online at http://pennbid.net/ on behalf of the West Branch Regional Authority (hereinafter “Owner”) until 1:00 PM local prevailing time on Monday, February 16, 2026 at which time such Bids will be opened and tabulated.
The Project consists of the construction of approximately 1520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, one stream crossing all located within easements obtained by the Owner over private property and Snaurytown Road right-of-way including all required surface restoration and appurtenances. The Project is in Clinton Township, Lycoming County, Pennsylvania.
Obtaining Project information including the Bid Documents, will only be found at http://pennbid.net/. Bid Documents may be downloaded from this website. Prospective Bidders are urged to register with the PennBid as a plan holder since PennBid will be updated periodically with addenda, lists of plan holders, reports and other information relevant to the bidding of this Project. Neither the Owner nor the Engineer will be responsible for Bid Documents, including addenda, if any, obtained from sources other than PennBid.
Work performed on this Contract will be subject to the prevailing minimum project wage rates as established by the Pennsylvania Department of Labor and Industry which are described within this Document. Each bid must be accompanied by a Certified or Bank Check or Bid Bond naming as payee or obligee, as applicable, Owner, in the amount of ten percent (10%) of the total amount of the bid as security for proper execution of the Agreement and submitting other documents as required by the Bidding Document.
The Contractor is subject to the provisions of the Pennsylvania Steel Products Procurement Act of 1978, P.L. 6, as amended. The Act and amendments require that the Contractor use or furnish only steel products (as defined in the Act and amendments) which have been produced in the United States.
The Successful Bidder will be required to execute the Agreement and to furnish Performance and Payment bonds, each of said bonds to be in the amount of one hundred percent (100%) of the Contract Price, all in the respective forms provided in the Bidding Documents. The Contractor also will be required to furnish evidence of insurance coverage as required by the Bidding Documents.
All bonds shall be executed by sureties named in the current list, "Companies Holding Certificates of Authority as Acceptable Sureties in Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (as amended) by the Audit Staff, Bureau of Government Financial Operations, U.S. Treasury Department and shall be acceptable to the Owner.
No bids may be withdrawn, except when the Bidder(s) comply with the withdrawal requirements of Act No. 4 of the General Assembly of Pennsylvania, Senate Bill 793, Printers No. 1655, as amended.
The Owner reserves the right to reject any or all bids or parts thereof or items therein, to waive any defects or irregularities in the Bids, and to accept any Bid which, in its judgement, is for its best interest.
Bids shall remain open for a period of sixty (60) days from the date of Bid opening.
