Attachment Preview
I. SCOPE OF WORK:
The Pennsylvania Department of Corrections, CI Smithfield, requires the purchase,
delivery and startup of a rotary screw compressor to operate the laser engraver and
various other hand tools.
Delivery will be made to the CI warehouse at SCI Huntingdon located at 1301
Pennsylvania Ave. Huntingdon, PA 16654.
All bids must be submitted electronically.
II. ISSUIING OFFICER

III. CONTRACT REQUIREMENTS
The contractor shall provide:
• Rotary Screw Compressor
• Receiver tank
• Additional parts
• Delivery
• Startup
The compressor must meet the following specifications:
• Footprint area of 25 Width (small imprint are into room 6’X15’ with 8’ height)
• Electrical Requirements: 208/230V/1PH/60Hz
• Discharge Pressure: 125 psig
• Max Operating Pressure: 217 psig
• Capacity: 28.3 cfm
• Motor: 7.5hp
• Integrated Refrigerated Air Dry & Tank. Refrigerated dryer power hook-up:
115V/1ph/60HZ
• Safety pressure relief valve
• Emergency stop button
• Vibration mounts
The receiver tank must be a 50 gal minimum and include a safety relief valve, pressure
gauge, and drain valve.

Equipment by manufacturers other than Kaeser that meet or exceed the required
specifications will be considered as long as the compressor is a screw-type. A Bidder
quoting on a product other than the referenced product shall: a) furnish complete
identification in its Bid of the product it is offering by trade name, brand and/or
model number; b) furnish descriptive literature and data with respect to the
substitute product it proposes to furnish; and c) indicate any known specification
deviations from the referenced product.
Additional parts include, but are not limited to, any parts required for the successful
startup and final installation of the required equipment such as ball valves,
compressed air filters, pressure gauges, etc. The additional parts should be quoted
as a lump sum on the cost sheet, however, an attachment should be uploaded to the
solicitation providing a breakdown of the parts and pricing.
For delivery, the contractor shall provide all rigging or other services as required to
off load, spot and secure the equipment in the milling department. The machine
shall by in a “ready-to-run” state. All delivery and freight charges must be included
within the quoted price for this line item. The facility has a loading dock.
For installation, the vendor is required to attach to the electrical disconnect and
connect to the half-inch lines. The equipment is no more than 5 feet apart from each
other and within 10 feet of plumbing. CI Smithfield will put the equipment in place.
Start-up costs include equipment startup, installation, testing and training for 3
people. CI Smithfield shall provide all electrical connections.
IV. CONTRACTOR REQUIREMENTS
Pursuant to Executive Order 2021-06, Worker Protection and Investment (October
21, 2021), the Commonwealth is responsible for ensuring that every Pennsylvania
worker has a safe and healthy work environment and the protections afforded them
through labor laws. To that end, contractors and grantees of the Commonwealth
must certify that they follow all applicable Pennsylvania state labor and workforce
safety laws. Such certification shall be made through the Worker Protections and
Investment Certification Form (BOP-2201) and the completed form must be
submitted with the bid, proposal or quote.
All vendors or their subcontractors, who utilize regular delivery transportation, will
have to submit clearance checks through the Original Vendor, for all drivers
(regardless if delivery is inside or outside the fence). Common carriers will not be

required to render clearance checks, however are subject to search and escort
procedures. ALL CARRIERS reporting to the outside warehouse must secure their
vehicles (windows closed and doors Locked) sign in at the warehouse and wait for
further directions / instructions from the Correctional Staff. Delivery Truck must
leave the institution empty
V. BID AWARD
It shall be understood and agreed that any quantities listed in the solicitation are
estimated only and may be increased or decreased in accordance with the actual
requirements of the Department of Corrections.
Unless otherwise indicated, the unit price must include all labor, materials,
equipment, tools, insurance, delivery fees and all items necessary for the completion
of the project. In cases of discrepancies in prices, the unit price will be binding unless
the unit price is obviously in error and the extended price is obviously correct, in
which case the erroneous unit price will be corrected.
VI. BID Results
Bids will be opened on the date and time specified in the invitation for bid. Bid
tabulations will be posted on the day after the bid opening, on the Department of
General Services’ eMarketplace website http://www.emarketplace.state.pa.us/).
Tabulations are for information only and do not constitute actual award or
execution of a contract. The results of the apparent bidders and all bids are under
review until final award of the purchase order.
