Rose Garden Park Improvements
The City of Smyrna is requesting sealed proposals for the Rose Garden Park Improvements located at Rose Garden Park, 1839 Turpin Road, Smyrna, GA 30080. The project includes the demolition of two pavilions, playground, sand volleyball court and associated infrastructure. Proposed improvements include a new pavilion, playground, plazas & hardscape, stormwater quality measures, ADA parking improvements, and associated infrastructure. Proposed alternates include a sand volleyball court, second pavilion, replacement of steps, seat walls, site furnishings, and water fountain. This is a Community Development Block Grant funded project. Davis-Bacon wage rates will apply.
One (1) original and one (1) copy of the proposal must be submitted to the Purchasing Division located at Smyrna City Hall, 2800 King Street SE, Smyrna, GA 30080 no later than 10:00 AM on Wednesday, January 14, 2026.
The City of Smyrna uses an e-procurement system for electronic solicitation through BidNet Direct and the proposal documents are available on BidNet’s Georgia Purchasing Group website via the City of Smyrna Purchasing Department’s Web Portal for Sealed Bids at https://www.bidnetdirect.com/georgia/cityofsmyrna .
A Pre-Bid Conference has been scheduled for 10:00 AM on Wednesday, December 17, 2025, City Hall, 2800 King Street, Smyrna, GA - HR Conference Room with a site visit to Rose Garden Park, 1839 Turpin Road, Smyrna, GA 30080.

Professional Service firms, contractors and subcontractors, should be familiar with the requirements regarding conditions of employment, correct job classifications and minimum wage rates for all workers on this project. Professional Service firms, contractors and subcontractors must comply with all Federal, State, and local requirements. Minority and female firms are encouraged to participate in this Federal funded project. Procurement shall be in compliance with the Common Rule, 2 CFR 200.317-326 Potential contractors and subcontractors should be familiar with the requirements of Title VI of the Civil Rights Act of 1964 and 24 CFR 570.602 and Executive Order 11246 – Equal Employment Opportunity and Affirmative Action. The work performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 USC 1701 u [Section 3]. The purpose of Section 3 is to ensure employment and other economic opportunities generated by HUD assistance or HUD assisted projects covered by Section 3 shall to the greatest extent feasible, be directed to low and very-low income persons, particularly persons who are recipients of HUD assistance for housing.
