Background



The NOAA Aircraft Operations Center (AOC) operates Gulfstream GIV aircraft equipped with Rolls-Royce engines to support critical missions, including high-risk hurricane surveillance and research. Operating in extreme weather conditions places exceptional demands on aircraft systems and maintenance personnel. To ensure these aircraft remain mission-ready and airworthy, access to up-to-date Rolls-Royce technical publications is essential. These manuals provide authoritative guidance on engine maintenance, inspections, troubleshooting procedures, and compliance with mandatory service bulletins and airworthiness directives. Without current and accurate documentation, the ability to maintain engine performance, identify and resolve issues, and ensure flight safety is significantly compromised—directly impacting NOAA's ability to fulfill its life-saving operational missions.





Requirements





The purpose of this order is to renew the one-year subscription for Rolls Royce Technical pubs for the TAY 611-8 engine currently equipped on the Gulfstream GIV.





Delivery Date



NOAA requires the database subscription for the time period of October 1, 2025 through September 30, 2026. Delivery and installation of subscription is required by September 30, 2025.
