Rolling Hills Landfill- Bituminous Surface Project

Project Description: The Delaware County Solid Waste Authority (DCSWA) will receive Proposals online via The PennBid Program up until 1:00 p.m., Local Time, Thursday, May 8, 2025 to construct, as requested, for a term of sixty (60) days, Bituminous Surface Project, at Delaware County Solid Waste Authority, Rolling Hills Landfill, Earl Township, Berks County, Pennsylvania.
Bids will be opened and electronically display at 1:00 p.m., Local Time, on that date.
Information on bid security, bidder qualifications, who has authority to sign Bid, and Mandatory Pre-Bid Meeting scheduled Thursday, April 24, 2025 at 11:00 a.m., as stated in the Instructions To Bidders.
All questions must be submitted electronically via PennBid.
The Bid must be accompanied by Bid Security made payable to OWNER, in the amount of ten percent (10%) of the total amount Bid in the form of Official Bank Check, Cash, Certified Good Faith Check, Irrevocable Letter of Credit or a Bid Bond issued by a Surety meeting the requirements of paragraph 4.1 of the Procurement General Conditions. Failure to accompany the Bid with the above described Bid Security will automatically disqualify Bidder.

The Delaware County Solid Waste Authority reserves the right to waive any irregularities and to reject any or all bids. Bid modifications and alternative proposed by bidder will be considered; however, bidders must supply a bid based on the bid documents, with alternates submitted on a separate piece of paper clearly identifying the proposed alternate and the associated price adjustment.
The scope of the project is generally summarized as bituminous paving of existing and new roadways. The CONTRACTOR will be responsible for all materials, equipment and labor necessary to execute the requirements of this project.
The Schedule is as defined in the Contract Documents.
The operation of heavy equipment and machinery may be performed between 6:00 a.m. and 8:00 p.m. Monday through Friday, and 6:00 a.m. to 2:00 p.m. on Saturdays. Other hours are subject to approval by the OWNER.
