NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN that sealed bids for the “BID No. 9 – ROCK SALT” will be
received by the Bid Committee of the Township of Hanover, County of Morris, State of New Jersey,
at a meeting to be held on DECEMBER 2, 2025, AT 10:00 A.M., prevailing time, at the Township
of Hanover’s Municipal Campus, Main Public Meeting Room, 1000 Route 10, Whippany, NJ (at the
intersection of North Jefferson Road and Route 10 westbound) in said Township. BIDS
DELIVERED BY MAIL OR ANY OTHER FORM OF DELIVERY (FOR EXAMPLE, FED
EX, UPS, etc. WILL BE ACCEPTED. NO BIDS WILL BE ACCEPTED AFTER THE HOUR
STATED ABOVE.
Sealed bids will be received for the following: services and materials, which are to be supplied during
the contract period beginning January 1, 2026, and ending October 31, 2026.
BID No. 9 – ROCK SALT
Furnishing and delivering approximately 4,000 tons of Rock Salt (bulk) to the Municipal Public
Works Garage, 25 North Jefferson Road, Whippany, New Jersey as and when required. Deliveries
must be made within three (3) days upon receipt of the order place by the Township.
Bid documents for the project, approved by the Township Committee, have been filed in the office of
the Township Engineer at the Municipal Building, 1000 Route 10, in said Township, (Telephone:
(973) 428-2488) (Facsimile: (973) 515-6669) and may be inspected by prospective bidders during
business hours (8:00 a.m. to 4:30 p.m.), Monday through Thursday; and (8:00 a.m. to 1:00 p.m.) on
Friday. Bidders will be furnished with a copy of the bid documents at no cost.
Bids must be made on standard proposal forms in the manner designated thereon and required by the
specifications, must be enclosed in sealed envelopes, bearing the name and address of bidder, and
name of project on the outside, the bid date, and addressed to:

Bids must be accompanied a Certified Check or Bid Bond in the amount specified in the Bid Proposal
and payable to the order of the Township of Hanover to insure the execution of the contract; and be
delivered at the place and on the hour named above, otherwise the deposit will be forfeited. Upon the
execution of the contract, the bid check of the successful bidder will be returned. All checks of the
unsuccessful bidders will be returned upon the award of the Bid.
Each bid must be set for each item as names with no qualifications, alterations, or escalation clauses.
The successful bidder or bidders will be required to execute the contract within ten (10) days
after the awarding of the contract.
Bidders and the lowest responsible bidder awarded a contract for the services described in
this notice are required to comply with the following State Statutes:
1. Local Public Contracts Law, N.J.S.A. 40A:11-1 et. seq.
2. Mandatory Equal Employment Opportunity and Affirmative Action
Language pursuant to N.J.S.A. 10:5-31 et. seq. and N.J.A.C. 17:27.
3. “State of New Jersey Business Registration Certificate” P.L. 2004 c. 57,
issued by the State of New Jersey, Department of Treasury, Division of
Revenue.
4. The New Jersey Election Law Enforcement Commission “Pay-to-Play”
Disclosure Legislation (N.J.A.C. 19:25-26).
The Township reserves the right to hold the bids for a period of sixty (60) days prior to making
award.
The right to reject any or all bids and waive any informality in any bid is reserved if such action
were not detrimental to the best interests of the Township of Hanover.
