Roadway Surface Data Collection and Rating Services

Baltimore County, Maryland, Purchasing Division is seeking Proposals for Roadway Surface Data Collection and Rating Services . Proposals are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/baltimorecountymd , no later than 4:00 pm on Monday, June 15, 2026 .

Baltimore County Highways is seeking a contractor to provide and support PAVER pavement data collection and analysis services. The purpose of this contract will be to assess the condition of roadways owned and maintained by the County. Work will include scanning each lane of the County's roads every three years, on a rotating basis, to determine the Pavement Condition Index score (PCI), and to better assess and prioritize road maintenance projects. This is a one-year agreement with up to four (4) one-year renewals.
