2026 Roadway Project

Project Description: Palmyra Borough will receive bids for the 2026 Roadway Project. Bids may be submitted and updated online until Tuesday, December 2, 2025, at 2:00 PM. At that time bids will be made available online. All documents and solicitation details are available any time at https://pennbid.bonfirehub.com.
The Contract work will include, but not necessarily be limited to, approximately 25,535 SY milling, 25,535 SY paving fabric, 1,220 TON bituminous scratch course, and 2,450 TON bituminous wearing course.
A certified check or bid bond for the amount of 10 percent of the total bid shall be required. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania.
Only those questions submitted online via PennBID shall be considered. Questions received after 4:00 PM on Friday, November 25, 2025, regarding the project will not be acknowledged. There will not be a pre-bid meeting for this project.
This contract is subject to the following: the Pennsylvania Prevailing Wage Act; the Federal Occupational Safety and Health Act of 1970 (OSHA) conditions; the Pennsylvania Act 229 of 2002; the Pennsylvania One Call Act, also known as the Underground Utility Line Protection Law, Act 287 of 1974, as amended; the Pennsylvania Human Relations Act 222 Conditions; the Non-discrimination in Employment/Contract Compliance Regulations Conditions; requirement of a non-collusion affidavit; and the Public Works Employment Verification Act.
Palmyra Borough Council reserves the right to accept or reject any or all Bids.
