REQUEST FOR PROPOSALS (RFP)
City of Osceola – Road Paving Project
Proposal Due Date: Wednesday, May 6, 2026
1. Introduction
The City of Osceola, Arkansas is soliciting sealed proposals from qualified contractors to perform roadway overlaying services. The project includes multiple streets within the city and requires furnishing all labor, materials, equipment, and supervision necessary for completion.
2. Project Scope
The project consists of paving and associated work on the following streets:
• Country Club Road (From Keiser to S. County Road 503)
• North & South Elm Street (From West Keiser to West Semmes Avenue)
• West Ford Avenue (From Walnut Street to South Poplar Street)
• South Poplar Street (From West Ford Avenue to West Hale Avenue)
Work may include asphalt paving, milling, base repair, grading, striping, traffic control, and site cleanup.
3. Pricing Requirements
Proposals must include a total project cost as well as any applicable unit pricing. All costs should be clearly itemized and inclusive of labor, materials, equipment, and incidentals necessary to complete the project.
4. Contractor Qualifications
Contractors submitting proposals must:
• Be licensed to perform paving work in the State of Arkansas
• Demonstrate experience with similar municipal paving projects
• Provide proof of insurance (general liability and workers’ compensation)
• Supply references upon request
5. Submission Instructions
Proposals must be submitted in a sealed envelope clearly marked:
“RFP: Road Paving Project – City of Osceola”

6. Evaluation Criteria
Proposals will be evaluated based on:
• Total project cost
• Contractor experience and qualifications
• Ability to complete the project in a timely manner
• References and past performance
• The City reserves the right to reject any or all proposals and to waive informalities.
