Notice of Bid
The Leavenworth County Department of Public Works is accepting bids for “Road Oil.”
You are invited to submit sealed bid proposal to the below address. The envelope must be clearly
marked “Road Oil”.

All bids must be received in said office not later than Thursday, March 12, 2026 at 10:30 a.m. at
which time they will be opened and read aloud.
A copy of the bid notice will be posted on the Leavenworth County website:
www.leavenworthcounty.gov, or you may come to the main office, Leavenworth County
Courthouse, Public Works, 300 Walnut, Suite 007, Leavenworth, KS 66048 and obtain a copy.

At the option of the Board of County Commissioners and or County Administrator, service will be
awarded on the basis of the best qualified bid, including full consideration of unit prices, time and
method of delivery, conformity of specifications and service.
ALL BIDDERS AGREE THAT REJECTION SHALL CREATE NO LIABILITY ON THE PART OF THE COUNTY
BECAUSE OF SUCH REJECTION. IT IS UNDERSTOOD BY ALL BIDDERS THAT AN UNSUCCESSFUL
BIDDER HAS NO CAUSE OF ACTION AGAINST THE COUNTY FOR BID PREPARATION COSTS. THE
FILING OF ANY BID IN RESPONSE TO THIS INVITATION SHALL CONSTITUTE AN AGREEMENT OF
THE BIDDER TO THESE CONDITIONS.
We are a tax-exempt entity, prices shall be net including all exempt taxes. The County shall reserve
the right to increase or decrease the quantities specified.

2026 Road Oil Bids
You are invited to submit a bit for the following oil quantities. Asphalt Emulsions and Cutbacks shall meet
the minimum requirements as outlined in Section 1200 of the Kansas Department of Transportation
Standard Specifications. You must provide a bid for each and every category of the oils listed or the bid will
be considered incomplete.

INSTRUCTION/NOTICE TO BIDDERS:
Leavenworth County reserves the right to reject any and all bids and waive any nonconformity in any
submitted bid. Bid must be filled out in its entirety. Bids should include cost of each type of oil per gallon,
delivery and return scheduling information and the return service charge, and the credit to County for oil
not used.
Please submit bid proposals labeled “Road Oil” to the Leavenworth County Clerk, 300 Walnut, Leavenworth,
KS 66048 no later than, Thursday, March 12, 2026 at 10:30 a.m. at which time they will be opened and
read aloud.
You are further required to provide information on delivery and return times and scheduling requirements
for delivery and returns.

REQUIREMENTS
Delivery to a site that is specified by the Department of Public Works in Leavenworth County. Supplier shall
credit the County for oil that is not used and returned.
