Overview

Summary

Purpose: It is the intent of the following specifications to describe various types of Liquid Asphalts needed by Collin County. All material must meet the standards set forth in Item #300, Asphalt, Oils, and Emulsions, Standard Specifications for Construction and Maintenance of Highways, Streets and Bridges, 2024 Edition, Texas Department of Transportation (TxDOT).

Background

Collin County Public Works Department has a mission to

Provide the citizens of Collin County the safest driving conditions possible through proficient construction and maintenance of all county roads and bridges.
Maintain good public relations by providing information in a helpful and informative manner.
Uphold the policies approved by the Commissioners Court.
Continuously strive for construction and maintenance improvements through use of new methods and materials.

Collin County uses liquid asphalts primarily for roadway maintenance, preservation, and construction through TxDOT-approved sealing techniques. Emulsion is the "glue" that binds the road's rock material to the base and may only be applied in warm and dry weather conditions.
