Project Description: SEALED PROPOSALS will be accepted by the Union Township Board of Supervisors until 12:00 noon on Tuesday July 14, 2026, at the Municipal Office located at 155 Zion Grove Road, Ringtown, PA 17967.This advertisement is for the following contract:“2026 Road Improvements” for paving on various roads in Union Township as follows:
Base Bid: Reservoir Road T-431; 736 Tons of 9.5mm Leveling Course at 90 lb/sy; 1473 Tons of 9.5mm Wearing Course at 180 lb/sy; 1500 SY Bituminous Base Repairs.
Add Alternate: Hill Field Road T-786; 527 Tons of 19 mm Base Course, 420lb/sy; 226 Tons of 9.5mm Wearing Course at 180 lb/sy.
All materials and workmanship must meet PENNDOT Publication 408 Specifications and Standards.
For the “2026 Road Improvements” project the Bidders need to be PENNDOT prequalified.
Proposals must be on forms provided by the Township. Proposals should be marked “2026 Road Improvements” Bid Proposal. Proposal forms, specifications and bid information can be obtained at no cost on PennBid at https://pennbid.bonfirehub.com/A Pre-Bid meeting will be held at 9:00 a.m. on Monday, June 29, 2026, at the Municipal Office located at 155 Zion Grove Road, Ringtown, PA 17967 all interested bidders should attend. This is not a mandatory meeting; however, this is the only field view to be conducted by the Municipality.
Questions regarding this project shall be submitted electronically via the “Ask a Question” feature in PennBid. Responses to questions which require an addendum or changes to the Bidding Documents will be issued via a Public Notice and posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified by email when a change or addenda has been posted.
All bids must be accompanied by a certified check or bid bond in the amount of ten (10%) percent of the bid made payable to Union Township.
The successful bidder will be required to provide a Performance Bond and Payment Bond in the amount of 100% of the awarded contract amount within 20 days of the award of the contract.
PA Prevailing Wages will apply to the “2026 Road Improvements” Bid Proposal.
All bids will be opened and read publicly at approximately 7:00 p.m. on Tuesday July 14, 2026, at the Township Office and pending review presented to the Union Township Board of Supervisors for action.
The Union Township Board of Supervisors reserves the right to accept or reject any and/or all proposals or portions thereof, and to delete projects and or portions of the project depending on budgetary constraints and also to waive any technicalities deemed to be in the best interested of the Township.
