Road Groom Machine to be pulled w/ trucks & optional accessories
Cass County is soliciting proposals for a portable pull along Road Groom for the Road & Bridge Department located at 30508 SW Outer Road, Harrisonville, MO.
• The Road Groom Equipment & accessories offered shall meet the minimum listed specifications. Bidders are to indicate exactly what they are offering with acceptable terminology and descriptive literature to indicate the equipment they propose to furnish along with color photographs. (Images, scans, or similar media are acceptable.)
• The Road Groom Equipment & accessories bid upon shall be new and unused and meet manufacturer’s minimum specifications for safe and efficient operations and shall perform in a manner that is suitable for road maintenance operations.
• Road Groom Equipment: is to be complete with all standard equipment and NET DELIVERED PRICE to 30508 SW Outer Road, Harrisonville, MO 64701.
Minimum Standard Feature Specifications:
Option 1 Compatibility to be pulled by pick-up trucks, dump trucks, and or ag tractor
Option 2 8.5-foot Road Groom w/26-foot blade length
Option 3 All steel construction
Option 4 Carbide Teeth Cutting Edges
Option 5 Axle – 2,500lb. load capacities
Option 6 Hydraulic Cylinders 1-3 X 8 lift and 1-2 ½ X 16 wing
Option 7 Hoses double braid 3/8 hoses with ½ foot pioneer ends
Option 8 Tires – (3) 20.5 X 8.5 X 10 load rated E
Option 9 Weights – (14) 70lb weights mounted in a weight box for additional down pressure
Option 10 Hydraulic Pump Kit – provides hydraulic control where live hydraulics are not available

Award
Cass County shall award the bid based upon its determination of the lowest and best proposal based on the criteria noted below.
• Completeness of bid.
• Vendor’s experience and qualifications pertinent to the specification requirements.
• Vendor’s financial stability, and past performance.
• Type and availability of bidder’s resources, to include but not limited to equipment & labor, to begin and perform quality work on schedule, and to complete the work as specified.
• Price.
Bidders must have a record of quality service and on-time delivery of the required quantities. The County may make reference checks and obtain financial ratings of all bidders, joint venture partners or subcontractors in order to determine responsibility. Submission of a bid shall be consent to any and all reference checks.
Warranty
Bidders shall provide with its response a copy of all manufacturer warranties and any other applicable warranties.
Delivery of Equipment:
Bids shall include a specific maximum date of delivery, for example: 60 days from the date the bid is awarded by the County Commission. Delivery of the equipment shall be: Cass County Road and Bridge Department, 30508 S. West Outer Road. Harrisonville, MO 64701. The bidder shall be responsible for all freight claims.
Work Authorization Affidavit.
Pursuant to Section 285.530, RSMo, as a condition of the award of any contract in excess of five thousand dollars ($5,000.00), the Contractor shall, by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection to the contracted services. Contractor shall also sign an affidavit, in substantially the form included in the bid packet, affirming that it does not knowingly employ any person who is an unauthorized alien in connection to the contracted services.
