1.0 PURPOSE, SCOPE, TERMS
1.1. Purpose
Miami Dade College is continuously preparing and submitting Grant Proposals
in support of various educational programs College-wide. The purpose of this
prequalification RFP process is to select qualified firms or individuals that can
provide support Grant Writing Services. Miami Dade College seeks experienced
grant writers with excellent skills in oral and written communication skills,
strategic thinking and messaging.
It is the goal of the College, that through this RFP pre-qualification process,
the College may screen and generate a pool of professional grants writing firms
or individuals that may be utilized by the College as the grant opportunities
arise. It is important to note that this prequalification process does not
guarantee any services being issued to any specific firm or individual, rather it
provides the College the flexibility to prequalify those firms or individuals that
are deemed qualified and are ready to provide the services when called upon
by College staff.
1.2. Required Qualifications
Miami Dade College seeks experienced grant writers possessing excellent skills
in oral and written communications, encompassing strategic thinking and
excellent messaging skills. A qualified RFP respondent must possess the
following qualifications:
• Demonstrated expertise and success in grant writing for state, federal,
public, and/or private entities. Demonstrated ability to identify and map
grant guidelines to date, needs, expertise, feasibility, and fiscal priorities.
• Ability to build strong, positive working relationships with staff and
stakeholders in order to gather and synthesize complex information.
• Have the ability to establish and meet strict deadlines.
• Ability to work with staff to clarify proposed project impacts, outcomes,
and activities.
• Experience performing in a deadline-driven environment while working
within budget requirements.
1.3. Scope of Services
The successful RFP respondents must be able to provide the following
services:
1. Solicitation review - Review grant solicitation guidelines. When possible,
conduct a technical review of a previously submitted proposal and

reviewers’ comments in order to identify areas that need strengthening,
areas for improvement, and recommend changes.
2. Planning coordination - Coordinate with College program personnel and
MDC’s Resource Development during development of the grant proposal.
This coordination will include, but is not limited to, preparing a plan of
action for tasks to be completed, by whom and by what dates, help with
planning the writing process, discussing writing strategies and narrative
arguments, brainstorming, setting draft and review deadlines prior to
submission.
3. Communication - Coordinate communications between the writing team(s),
including initiating and following through on all communications relevant
to the project, which may take the form of live meetings and electronic
communication formats, including teleconferences, web conference, emails,
and telephone calls. Regular communication with Resource Development to
inform on progress of proposal development, identify and address any
barriers or challenges to proposal development, and to clarify any College
processes, policies, or other information needed for proposal development.
4. Research - It is the responsibility of the grant writer to conduct research
and research related activities necessary to support the plan for the grant
application. The grant writer, in coordination with Resource Development,
will make timely request for data specific to Miami Dade College.
5. Proposal development - Develop, at minimum, one (1) draft of the proposal,
including the grant budget narrative for review by designated parties and
get their feedback before a final copy is submitted. The review period
between each draft must not be less than one (1) work day.
Development of the detailed grant proposal that complies with grantor
agency regulations, which includes:
completion of all required and optional documents;
provision of appropriate templates and organizers for the collection of all
information needed to complete the proposal, including budget;
review of proposal component drafts for grantsmanship, organization,
readability, and responsiveness to sponsor requirements or reviewer
critiques (for resubmissions);
editing for clarity and flow of the document; editing for formatting and
presentation of the document; and overall alignment of the proposal
with the stated requirements of the grantor, resulting in substantially
fundable proposal that is ready for submission
