Risk-Needs Assessment System Replacement

The Orange County Probation Department is seeking proposals from qualified vendors to provide validated, evidence-based risk-needs assessment tools for both juvenile and adult probation populations. The department intends to replace its current Juvenile Risk Needs Instrument and Adult Risk Needs Instrument with modern tools that offer improved predictive validity, case-planning support, full data access, and alignment with current evidence-based practices.

The Department reviewed validated systems used throughout the U.S., examining predictive validity, usability, scoring structure, data accessibility, reporting quality, integration capability, training needs, and total cost of ownership. These findings informed the development of this Request for Information.
