Summary

PROJECT OVERVIEW

The County of Volusia, Ocean Center, is seeking qualified rigging contractors to provide exclusive rigging services for our convention center and arena facilities. The selected contractor will serve as the sole provider of rigging services, equipment, and personnel for all events requiring overhead rigging systems in the Ocean Center . In the case of a buyout, contractor will provide on-site, a certified rigging supervisor to oversee the 3 rd party rigging company during installation and removal for a pre-determined hourly rate, to be paid by the client.

FACILITY SPECIFICATIONS

Convention Center:

  • Total square footage: 93,028 sq. ft.
  • Ceiling height: 32’
  • Load-bearing capacity: 3,500lbs per load point, maximum points per beam: 12
  • Approximately 50 events per year

Arena:

  • Seating capacity: 7,010 (fixed seating, not including floor)
  • Playing surface dimensions: 172’5” x 250’
  • Ceiling height: 45’
  • Permanent structure rigging grid: East structure is comprised of W14x90 and W14x99 beams arranged in ~24’x24’ grid spanning the 80’ distance from BOH westward. The remainder of the arena is comprised of ~55’x24’ beam spacing, long axis aligned on the east-west orientation. Attachments in PDF and DWG file formats contain load limits and more detailed beam specifications.
  • Approximately 60 events per year

Facility Equipment:

  • Forklifts: 2 (CAT lift - propane, 5,000 lb capacity, Toyota lift - 36v electric, 4,000 lb capacity)
  • Scissor lifts (electric): 2 (Genie 30ft & 20 ft)
  • Boom lift (electric): Genie model S-60 DC with a 60’ working height, 40’ reach

SCOPE OF SERVICES REQUIRED

Primary Services

  • Motor and Chain Hoist Services : Provision, installation, operation, and removal of electric and manual hoists
  • Truss Systems : Design, installation, and dismantling of truss
  • Rigging Hardware : Supply of shackles, slings, cables, and all associated rigging hardware
  • Lighting and Audio Rigging : Specialized rigging for lighting systems, audio equipment, and video displays
  • Scenic Rigging : Support for theatrical sets, backdrops, and decorative elements
  • Safety Equipment : Fall protection systems, safety harnesses, and emergency equipment


Background

Originally built in 1985, the Ocean Center served as a central hub for entertainment in Central Florida, hosting major acts like Elton John, Fleetwood Mac, and Usher. While the focus on concerts waned over the past decade, the venue has seen a recent resurgence. In FY24/25, the Ocean Center hosted 14 ticketed events, including three sold-out comedy shows, three concerts, American Motorcyclist Association events, and family entertainment acts such as the Harlem Globetrotters and a monster truck rally—selling over 30,000 tickets.

With seating capacities up to 8,400 in the arena, 5,000 in the exhibit hall, and 1,000 in the ballroom, the Ocean Center will be embarking on aggressive expansion into the live entertainment market.

This ITB is part of a multi-year initiative to reestablish the Ocean Center as a premier live event destination. The successful rigging company will help enable this growth by providing a safe and efficient load-in and out, enhanced customer services, while putting safety and transparency in the forefront of event production.
