Richmond Downtown Transfer Hub and Mixed-Use Development

The Greater Richmond Transit Company (GRTC) in partnership with the City of Richmond’s Economic Development Authority (EDA) is seeking to partner with an experienced development team (the “Developer”) for the development of the GRTC Downtown Transfer Hub and Mixed-Use Development, a modern transit center and mixed-use development designed to transform mobility, livability, and vitality in Downtown Richmond. The selected Developer will enter a Development Agreement with GRTC and EDA to collaborate with GRTC on the design and delivery of the entire site, including a new GRTC Downtown Transfer Hub (DTH) facility with a 10-bay bus terminal and rider and operator support spaces, as well as a privately-led mixed-use overbuild with ground-level retail, a public parking podium, and residential and/or commercial uses above (collectively with the public components, the “Project”). The Project site encompasses the majority of an approximately 3-acre parcel in the heart of Downtown Richmond at the location of the former City Department of Public Safety building demolished in 2024.
