NOTICE TO CONTRACTORS – INVITATION TO BID
Sealed bids will be received by the City of Athens, 8 East Washington St. Athens Ohio 45701 at its office until 2:00 P.M. on Wednesday, March 05, 2025 and will be publicly opened and read immediately thereafter for the RICHLAND LIFT STATION AND SEWER IMPROVEMENTS CONTRACT 1 & CONTRACT 2, City Project #330.
Contract 1, Richland Avenue Lift Station Improvements, includes construction of a new lift station facility and associated structural, architectural, process piping, electrical, and mechanical improvements. Engineers Estimate for Contract 1: $4,000,000.00. The final completion date for all work is August 28, 2026.
Contract 2, Richland Avenue Gravity Sewer and Force Main Improvements, includes installation of new gravity sanitary sewer, force main, and associated appurtenances, abandonment of existing sewers, and connect to associated work related to the new Richland Avenue Lift Station. Engineers Estimate for Contract 2: $2,750,000.00.

Each proposal shall contain the full name and address of each person or company interested in the same. The proposal shall also be accompanied by a proposal bond in the amount of one hundred percent (100%) of the bid, or by a cashier's check for ten percent (10%) of the bid, made payable to the City of Athens, Ohio, conditioned that if the bid is accepted, a contract will be entered into within sixty (60) days after notice of acceptance. A performance bond of one hundred percent (100%) of the amount of the contract with a satisfactory surety company, conditioned according to law, will be required for the faithful performance of the contract.
Each bidder must submit evidence of its experiences on projects of similar size and complexity.
The “Prime” contractor must perform no less than thirty percent (30%) of the total original contract price. The work shall commence upon written notice of award by the City of Athens.
The Contractor must comply with the Federal Prevailing Wage Rates on public improvements in Athens County as ascertained by the State of Ohio Department of Industrial Relations under the Davis-Bacon Act.
This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs).
The Contractor must comply with American Iron and Steel requirements.
The City of Athens reserves the right to waive informalities as may be in its best interest.
