Richard Downing Avenue Reconstruction; PW26-07

The City of Council Bluffs Public Works Engineering Division is requesting bids for all work set forth in the plans, specifications, and proposals for this project.

Major items of work for this project include the following approximate quantities:

The work under the proposed contract shall be completed as detailed in the Instructions to Bidders. All work is to be completed on or before November 13, 2026.
An intermediate contract completion period is established for this project. Stage 2 shall be complete, and the Council Bluffs Recreation parking lot B driveway shall be opened to traffic to Richard Downing Avenue from both directions on or before October 22, 2026. For each calendar day that Stage 2 is not complete from October 22-25, 2026, the Contractor will be charged liquidated damages in the amount of $5,000.

The City of Council Bluffs will accept electronic bid submittals in IonWave until the date and time listed for this solicitation. Hard copy bid submittals are not acceptable and will not be considered. Any bid submitted after the deadline will be automatically rejected.

Each respondent is responsible for taking the necessary steps to ensure their submission is received and complete by the listed deadline. Incomplete submissions are automatically rejected. The City is not responsible for technical difficulties and will not allow late submissions due to the same.
