Acknowledge receipt of this addendum by inserting its number and date in the Bid Form.
Failure to do so may subject bidder to disqualification. This addendum forms a part of
the Contract Documents. It modifies them as follows:

Section 00311 – Bid Form
Replace Bid Form in its entirety with the attached.
Clarification:
1. Since the location and extent of SCDOT signal wiring is not known, it is to be
located and verified by the contractor as they verify existing conditions. If any
conflicts are noted, the engineer shall be notified immediately for resolution. As
such, Base Bid Item 45 has been removed from the bid form.

(hereinafter called “Owner”),
To all potential bidders:
The Bidder, in compliance with your invitation for bids for the construction of the Laurel Street
Storm Water Upgrades having examined the plans and specifications with related documents
and the site of the proposed work, and being familiar with all of the conditions surrounding the
construction of the proposed project, including the availability of materials and labor, hereby
proposes to furnish all labor, materials and supplies, and to construct the project in accordance
with the Contract Documents, within the time set forth therein, and at the prices stated below.
These prices are to cover all expenses incurred in performing the work required under the
Contract Documents, of which this proposal is a part.
Bidder hereby agrees to commence work under this contract on or before a date to be specified
in written "Notice to Proceed" of the Owner and to fully complete the project within 120
consecutive calendar days thereafter as stipulated in the specifications. Bidder further agrees
to pay as liquidated damages the sum of $500.00 for each consecutive calendar day thereafter
as hereinafter provided in Paragraph 9 of the General Conditions.
The drawings, specifications and addenda are complementary of each other. What is called for
by one shall be as binding as if called for by all. If a conflict between any of the above is
discovered by the contractor, the problem shall be referred to the Engineer as soon as possible
for resolution by the Engineer. Should a conflict occur which is not resolved before bid time
and/or is necessary to comply with mandatory requirements (i.e., codes, ordinances, etc.), it
shall be the contractor's responsibility to price and bid the more expensive method.

The above unit prices shall include all labor, materials, bailing, shoring, removal, overhead,
profit, insurance, taxes, etc., to cover the finished work of the several kinds called for.
The Bidder declares that he understands that the quantities shown in the Proposal are subject
to adjustment by either increase or decrease and that should the quantities of any of the items
of the work be increased, the undersigned proposed to do the additional work at the unit prices
stated herein, and should the quantities be decreased, he also understands that payment will be
made on actual quantities at the unit price bid, and will make no claim for anticipated profits for
any decrease in the quantities and that actual quantities will be determined upon completion of
the work, at which time adjustment will be made to the contract amount by direct increase or
decrease.
The Bidder also understands that it is his/her responsibility to account for the value of any omitted
items that may be necessary to complete the work. The value of such items shall be included
in the price bid for the most applicable item.
It is the Owner’s intention to award the project as a single contract to the low bidder based on
the Total Base Bid plus Alternates 1, 2, & 3. However, if bid prices exceed the available funds,
the Owner will have the choice to remove any Alternates until the total project cost is within the
available funds. The bid will be awarded to the low bidder with the lowest base bid and any
alternates selected.
