NOTICE FOR REQUEST FOR STATEMENTS OF QUALIFICATIONS FOR
STATEWIDE COASTAL ENGINEERING
CONTINUING SERVICES
DEPARTMENT OF ENVIRONMENTAL PROTECTION NO. RFSOQBDC01-24/25
The Department of Environmental Protection, Division of Recreation and Parks, Bureau of Design and Construction is soliciting statements of qualifications from statewide engineering firms licensed to work in the State of Florida.
PROJECT NAME: Statewide Coastal Engineering Continuing Services
SCOPE OF WORK: This is an RFSOQ for statewide coastal engineering firms for continuing services for park development/improvements in the state of Florida. Pursuant to Executive Order 07-126 and Section 255.252(3), F.S., the Department of Environmental Protection (the Department) requires the projects resulting from this RFSOQ shall be designed and constructed in accordance with green building standards where applicable.
INSTRUCTIONS: Documents for this RFSOQ will be available for download on Monday, June 2, 2025. Any firm desiring a Project Manual for this project may obtain directions by emailing BDC_Contracts@dep.state.fl.us.
MINORITY BUSINESS REQUIREMENT: The Department supports diversity in its Procurement Program and requests that all subcontracting opportunities afforded by this RFSOQ embrace diversity enthusiastically. E-VERIFY: The Vendor/Consultant shall utilize the U.S. Department of Homeland Security’s E-Verify system to confirm the employment eligibility of all persons employed by the Vendor/Consultant during the term of the Contract to perform employment duties within Florida and all persons, including subcontractors, assigned by the Vendor/Consultant to perform work pursuant to the Contract with the Department.

Failure to file a Notice of Intent to Protest or a formal, written Protest in accordance with Rule 28-110, F.A.C., within ten days after the 72-hour period ends, as prescribed in Section 120.57(3), Florida Statutes, shall constitute a waiver of your right to an administrative hearing on the Notice of Intent to Award under Chapter 120, Florida Statutes. Rules for RFSOQ protests can be found in sections 120.569 and 120.57, F.S., and Chapter 28-110, Florida Administrative Code.A protester shall comply with these statutes and rules.
