Description
Fisheries and Oceans Canada (DFO) has a requirement to establish multiple Standing Offers (SO) with qualified Offerors for the Provision of Scientific and Technical Advisory Services on Matters Related to Incidents and Effects from Stressors on Aquatic Species and Habitats. The Standing Offers duration will be for five (5) Years starting from Standing Offer issuance until April 30, 2030.
Canada has a robust marine safety system focusing on prevention, preparedness, response, and recovery. The Government of Canada has dedicated significant resources to enhance the Environmental Protection and Emergency Response and Recovery regime across the country. When marine incidents occur, government agencies and response partners, including Fisheries and Oceans Canada (DFO), are activated to manage the situation effectively.
These standing offers aim to ensure effective access to external expertise to support DFO in carrying out its mandate in environmental incident response and recovery. The Offerors must support DFO staff on an “as and when requested” basis.
The Request for Standing Offers (RFSO) is to establish Standing Offers (SO) for the delivery of the requirement detailed in the RFSO, to the Identified Users across Canada, in areas subject to Comprehensive Land Claim Agreements (CLCAs).
This procurement is subject to the following Comprehensive Land Claims Agreements:
Maa-nulth First Nations Final Agreement (BC)
Tsawwassen First Nation Final Agreement (BC)
Nisga’a Final Agreement (BC)
Tla’amin Nation Final Agreement (BC)
James Bay and Northern Quebec Agreement (QC)
Northeastern Quebec Agreement (QC)
Nunavik Inuit Land Claims Agreement (QC)
Eeyou Marine Region Land Claims Agreement (QC)
Labrador Inuit Land Claims Agreement (NL)
Inuvialuit Final Agreement (NT)
Gwich'in Comprehensive Land Claims Agreement (NT)
Sahtu Dene and Metis Comprehensive Land Claims Agreement (NT)
Tlicho Land Claims Agreement (NT)
Umbrella Final Agreement (YT)
Any requirement for deliveries to locations within Nunavut Land Claims Agreement (NLCA) will have to be treated as a separate procurement, outside of the resulting standing offers.
The estimated contract period will be 58 month(s), with a proposed start date of 2025/07/01.
