REQUEST FOR QUALIFICATIONS AND EXPERIENCE
The City of Concord, New Hampshire wishes to engage the services of a qualified firm(s) to provide the City
with water and wastewater engineering design and consultant services on an on-call, as needed basis. Each firm
submitting qualification statements must be lawfully engaged in the practice of Professional Engineering in the
State of New Hampshire within the specific disciplines requested herein. In addition, qualified firms must be
listed as a Prequalified Consulting Engineer by the NH Department of Environmental Services (NHDES) for
water and wastewater projects. An overview and detailed specifications are provided later in the Request for
Qualifications and Experience (RFQU&E).
Qualification and Experience statements must be received by the Purchasing Division, located in the Combined
Operations & Maintenance Facility, 311 North State Street, Concord, NH 03301 no later than 2:00 PM on
DECEMBER 21, 2022 from interested firms, to be eligible for consideration by the City. Each statement shall
be submitted in a sealed envelope which is clearly marked:

Requests may be issued only by the Purchasing Manager, or her designee, to authorized firms, and are not
transferable unless authorized by the Purchasing Manager. Copies of RFQU&E 12-23 are available from the
Purchasing Division, City of Concord, Combined Operations and Maintenance Facility, 311 North State Street,
Concord, NH 03301 (603-230-3664) or on our website at www.concordnh.gov/Purchasing. All qualification
statements received will be considered confidential and not available for public review until after a
CONSULTANT has been selected.
The City reserves the right to reject any or all Statements of Qualifications and Experience, or any part thereof;
to waive any formality, informality, information and/or errors in the statement; to accept the statement
considered to be in the best interest of the City; or to purchase on the open market if it is considered in the best
interest of the City to do so.
Failure to submit all information as detailed on the Qualification Submission Checklist and/or
submission of an incomplete or inaccurate qualification statement are sufficient reasons to declare a
statement as non-responsive and subject to disqualification.
All qualification statements are advertised, at the City’s discretion, in various publications and are posted
publicly as detailed below:

INSTRUCTIONS TO RESPONDENTS
1. GENERAL:
The City of Concord, New Hampshire (hereafter referred to as the CITY), is seeking the services of a
professional engineering design and consultant services firm (hereafter referred to as the CONSULTANT)
lawfully engaged in the practice of professional engineering in the State of New Hampshire in the
professional engineering disciplines noted herein. In addition, qualified firms must be listed as a
Prequalified Consulting Engineer by the New Hampshire Department of Environmental Services
(NHDES) for water and wastewater projects. Interested firms should respond to this request on or before
the time due for submission. It is the intent of the CITY to select no less than two (2) firms to provide on-
call engineering design and consultant services for various projects within the CITY’s capital
improvement program including water treatment, supply, and distribution projects, as well as sanitary
sewer treatment and collection system projects.
Trade secrets or proprietary information submitted by a CONSULTANT in connection with a
procurement transaction shall not be subject to public disclosure under the New Hampshire Freedom of
Information Act, however, the CONSULTANT must invoke the protection of this section prior to or upon
submission of the information or other materials, and must identify the data or other materials to be
protected, and state the reasons why protection is necessary. Disposition of material after award is made
should be stated by the CONSULTANT.
Emphasis in selecting a firm shall be placed on the firm’s qualifications and experience in projects similar
to those which the CITY anticipates undertaking. Given that this is a qualification based selection
process, the CONSULTANT is instructed to NOT submit any cost or fee statements at this time. Once a
qualification based selection is made, the selected CONSULTANT(s) will be requested to submit their
standard hourly labor rates, fixed overhead rates, and fixed fee in a separate cover.
It is understood that each capital project selected for consultant services by the CITY shall be negotiated
with the selected CONSULTANT based on the CONSULTANT’S fee statement and the scope of the
work for the project. Each project cost shall be reviewed by the CITY to ensure it is consistent with the
CONSULTANT’S fee statement and that all other costs, not included as part of the fee statement, are
market competitive.
Consulting projects awarded will generally be based on cost-plus-fixed-fee contracts or firm-fixed/lump
sum contracts depending on the project funding source and conditions.
2. EXPERIENCE REQUIRED:
The CONSULTANT shall provide a list in chronological order, based upon completion date, of the
previous and current contracts within the listed engineering disciplines, if any, awarded by a
governmental agency to the CONSULTANT, which are considered identical or similar in scope of
services discussed herein. The CONSULTANT shall include the following information on this list:
1. Project title and relevant project discipline;
2. The contract duration, including dates of completion or project currently underway;
