RFQualifications # 2229-02 General Contractor Services and Filed Sub-Bid Services - Envelope and MEP Systems Upgrades at Pond Street Development

The Boston Housing Authority (BHA), Commonwealth of Massachusetts, invites qualified and experienced General Contractor (GC) firms and Filed Sub-Bidder (FSB) firms to submit Statement of Qualifications (SOQ) to the BHA no later than 11:00 AM on August 1, 2025. SOQ shall be submitted via electronic transmission ONLY to the following site bids@bostonhousing.org .

The total estimated construction cost for this project is $14,385,649.

The following are FSB trades for this project, with estimated costs as indicated:
Masonry: $33,000;
Miscellaneous Metals: $49,646;
Roofing: $748,047;
Metal Windows: $484,825;
Painting: $260,546;
Plumbing: $240,000;
HVAC: $2,489,968;
Electrical: $2,284,528.

This Request for Qualifications (RFQ) is the first part of a two-step RFP process as provided in M.G.L. c. 149, §44D1/2. Based on the SOQs received in this Phase I, BHA will select respondents it deems to be prequalified in accordance with the criteria set forth in the RFQ. In Phase II, the prequalified respondents will be invited to submit bids in response to an IFB which BHA anticipates to be issued in October 2025.

Only GC firms and FSB firms prequalified for this project in Phase I will be permitted to submit bids in Phase II.

The project involves comprehensive upgrades to HVAC, electrical, and building envelope systems across all buildings (1–5), including geothermal systems, solar array installation, and infrastructure modernization. The work will be phased to minimize disruption, and buildings will remain occupied during construction where feasible.

At the time a GC firm submits its SOQ, it must have a DCAMM Certification in the Contractor Category “General Building Construction” with a single limit greater than the $14,385,649 estimated construction cost and submit a copy of its Certificate of Eligibility and Update Statement with its SOQ. At the time a FSB firm submits its SOQ, it must have a DCAMM Certification in the Trade Contractor Category for which it is seeking to be prequalified and submit a copy of its Certificate of Eligibility and Update Statement with its SOQ. This required SOQ is different from DCAMM Certification, all GC firms and FSB firms must be prequalified for this project, even they are already DCAMM Certified in the contractor (trade) category for which they are seeking prequalification.

The successful GC respondent must be able to obtain bonding for the full estimated construction cost. Women and Minority Business participation and minority work force goals will apply to this project. The successful FSB respondent must be able to obtain bonding for the estimated construction cost for the sub-trade work.
