Consider this addendum an integral part of the above referenced Request for Qualifications:
Attached is a revised set of RFQu documents. Please use these documents to prepare your
submittal. Changes to the original documents are listed below:
Changed the due date to February 20, 2026 @ 2:30 PM ET
Reworded the first sentence in section 1 “Introduction”
Removed the reference to costs from the first sentence of section 2.4 –
“Economy of Preparation”
All other specifications/requirements remain the same. Vendor to acknowledge receipt
of this addendum by initialing and returning the addendum notice with the return
solicitation package or via e-mail if it has already been submitted. Failure to
acknowledge this addendum could be cause for rejection of your submittal. Your un-
opened response envelope can be returned to you for re-submittal upon request. Any

1 Introduction
The City of Johnson City is requesting the services of a professional consultant engineering firm to
provide services related to the survey, design and preparation of construction documents of the
expansion of the city's fiber optic network to connect additional traffic signals along various routes
throughout Johnson City. The project shall be accomplished in accordance with the Tennessee
Department of Transportation (TDOT) Local Programs guidelines.
The professional consulting engineering firm must be on TDOT’s pre-approved list or have a completed
pre-qualification form filed with TDOT by the deadline for the Letters of Interest. The prequalified firm
must have unlimited status.
Responsibilities of the professional consultant firm include, but are not limited to:
Required Scope of Services
•
Preparation of National Environmental Policy Act (NEPA) documents.
•
Survey (where required) and design of a fiber optic network
expansion.
•
R-O-W certification
•
Utilities certification
Estimated Schedule for Performance of Work
•
Preliminary plans for NEPA. (6 months)
•
NEPA approved documents (12 months)
•
Final design (3 months)
Phase I Evaluation
For Phase I evaluations firms shall submit letters of interest with firm contact information including
name, address and e-mail of primary contact. The letters of interest shall also include:
• Examples of work experience in fiber optic network design for signal communications and video
transmission with TDOT, the City of Johnson City, and/or other clients.
• Experience in preparing NEPA documents.
• Experience in R-O-W certification.
• Experience in Utilities Certification.

From the letters of interest, the City of Johnson City will select 3 qualified firms to submit Phase
II qualifications. From this list the top ranked consultant will be selected.
Phase II Evaluation
The City of Johnson City will evaluate the top 3 firms on the following criteria (relative weight):
a. Past experience in the required disciplines with TDOT and other clients. (15%)
b. Past performance on Local Programs projects (15%)
c. Qualifications and availability of staff (40%)
d. Demonstration of the ability to meet schedules (10%)
e. Demonstration of experience in fiber optic network design (20%)
The consultant evaluation committee holds the ability to conduct interviews based on scoring as
Phase III Evaluation.

2.1 Submittal Instructions
To be considered, Consultant should furnish a complete response to the RFQu using the format provided
below. Proposals must be signed in ink by an authorized agent or person to bind the contractor to its
provisions. Electronically submitted signatures are acceptable.
2.1.1 Proposal Format
The technical proposal package should include the following:
1. Signed Proposal Form
2. General Approach to performing corridor studies
3. Project Team and their qualifications
4. Three (3) References
5. Insurance Checklist
6. General Contract Form (for Insurance purposes)
7. Drug-Free Workplace Affidavit
There should be no costs submitted with this proposal.
2.1.2 Proposal Submittal
Proposer can submit electronically per link below or place submittal response in a sealed envelope plainly
identified on the outside with vendor name and proposal name and number. If submitting paper copies,
submit 3 copies of entire response. Vendor responsible for delivery to Johnson City Purchasing Dept.,
Debbie Dillon- Director, 209 Water Street, Johnson City, TN 37601 on or before proposal deadline.

A list of respondents will be available the following business day at 8:00 a.m. on the Johnson City

Late submittals will not be considered. Telephone, facsimile or emailed offers will not be
accepted.
Submittals must be signed by the agent authorized to bind the Proposer to its provisions. Unsigned
offers will not be accepted and will be declared non-responsive. Electronic signatures are
acceptable.
The contents of any proposal received shall become contractual obligations upon the execution of
a contract by authorized representatives of both the City and the Proposer. Failure of the selected
proposer to accept these obligations may result in cancellation of the award.
