SECTION 1 - INTRODUCTION AND PURPOSE
1.1 INTRODUCTION
Thurston County is soliciting quotes and qualifications from experienced consulting firms to support the
development and implementation of a County Wide Integrated Water Management Program. This will include
identifying internal and external, stakeholders, audience and partners related to county water resource policy,
science and management. This work is funded through a state grant and requires close coordination with County
departments, tribal governments, watershed partners, and regional habitat management entities.
The consultant will assist the County in completing program audits, engagement activities, policy development,
and regional gaps analysis. Work will occur between February 2026 and June 2027, with specific deliverables
due throughout the project period.
This project includes an option to extend the scope of work beyond internal county program integration and
include work to support the development of a watershed-scale integrated plan for the Nisqually watershed. This
work will leverage internal coordination work and may support process management, support with stakeholder
engagement, watershed-scale land use modeling, process quality assurance and documentation.
The County has budgeted $200,000 for the Integrated Water Management Program, and the County may elect at
its sole discretion to increase that amount. And for the option for Nisqually Watershed Planning the County
expects to spend $125,000-150,000.
1.1 PURPOSE
The purpose of this RFQ/Q is to identify a qualified consultant team capable of supporting Thurston County in:
• Conducting a County wide program audit of water related policies, programs, and practices.
• Compiling and analyzing data guided by best available science and best practices.
• Facilitating interdepartmental and interagency coordination to support integrated water management.
• Supporting external entity engagement, including government to government consultation with tribal
governments and coordination with watershed and habitat management entities.
• Developing policy recommendations for integration into the County’s Comprehensive Plan.
• Conducting a regional gaps analysis to align water resource management with salmon recovery and watershed
management plans.
• Preparing required reports and deliverables for the grantor, including progress reports, audit reports,
engagement summaries, and closeout documentation.
The selected consultant will work closely with County staff and partner entities to ensure all grant required
actions, steps, and deliverables are completed on schedule.
This RFQQ seeks statements of qualification and an hourly labor rate quote to fill that role. A qualified Bidder
may be awarded work through a contract. Bidders may be either an agency that will supply its staff to provide
Coordinator services, or Bidders may be Sole Proprietors (both alternatives hereinafter referred to as “Bidder.”).
1.2 MINIMUM QUALIFICATIONS
Contractor shall have the following minimum qualifications to be eligible for an award:

A. Be an established business firm with all required licenses, fees, bonding, facilities, equipment and
trained personnel necessary to meet all requirements and perform the work as specified in the
Solicitation. Contractor shall maintain compliance with these requirements throughout the life of this
Contract.
B. Firms must demonstrate significant experience with:
• Integrated water management frameworks and methodologies such as Integrated Water Resource
Management and One Water.
• Facilitating interdepartmental workgroups responsible for programmatic audits, gaps analysis,
and policy development.
• Engaging Thurston County watershed related entities, including Watershed Planning Units, Salmon
Lead Entities, tribal governments and other watershed partners.
• Compile and analyze information and literature using best available science and best practices.
• Developing and implementing program audit workplans in collaboration with
interdepartmental teams.
• Drafting, revising, and finalizing audit reports that include policy recommendations for internal
program planning and implementation, and comprehensive planning.
• Supporting internal coordination to identify follow up and implementation items.
C. For the optional Nisqually Watershed Planning firms must also demonstrate significant experience with:
• Watershed or landscape-scale planning and scenario modeling projects

SECTION 2 - OVERVIEW OF SERVICES REQUESTED
2.1 PROJECT DESCRIPTION
Thurston County seeks a consulting partner to support the development of a focused, actionable One Water–
aligned strategy that strengthens internal coordination, identifies priority opportunities, and establishes a
practical roadmap for near-term implementation. The consultant will guide the County through a streamlined
but robust process centered on targeted assessment, facilitated cross-departmental collaboration, and
development of a concise One Water framework that can be expanded over time.
1. The consultant will begin with a targeted baseline assessment of the County’s existing water-related
plans, policies, and operational practices. Rather than conducting a full systems analysis, the
consultant will focus on the most influential elements—regulatory drivers, major infrastructure
programs, watershed-related responsibilities, and areas where departments intersect. This approach
ensures the County receives a meaningful picture of current conditions without the cost of deep
technical modeling or extensive data collection. The consultant will facilitate focused interviews and
working sessions to identify integration opportunities and barriers, supporting a shared
understanding of priority Integrated Water goals. (Deliverables will likely include: Detailed project
plan, assessment/audit report)
2. Next, the consultant will lead a streamlined visioning and strategy development process. This will
include a limited number of facilitated workshops designed to bring together County departments to
define shared goals, desired outcomes, and guiding principles. The consultant will help the County
articulate an Integrated Water vision that emphasizes watershed health, climate resilience, and
coordinated planning, while keeping the process efficient and manageable. This phase will focus on
identifying high-value, achievable strategies rather than developing a comprehensive long-term plan.
(Deliverables will likely include: internal engagement plan, workshop reports)
3. Building on this foundation, the consultant will develop a concise Integrated Water framework that
outlines recommended policies, programmatic actions, and priority initiatives. The framework will
highlight opportunities for improved coordination, resource alignment, and incremental progress.
The consultant will also work with the county to engage with external partners—cities, tribes,
watershed groups and potentially others—to identify barriers to integrate water management
programs beyond the County. This framework will serve as a practical tool for decision-making,
internal alignment, and alignment with external partners. (Deliverables will likely include: external
partner engagement plan, summary external-engagement report)
4. Finally, the consultant will prepare a phased implementation roadmap that identifies short-term
actions, responsible parties, resource needs, and simple performance indicators. This roadmap will
be intentionally scoped to support achievable progress within existing County capacity. The
consultant will provide limited ongoing facilitation and technical support to help County staff begin
implementing early actions and establish internal processes that support long-term One Water
integration.
Contractor will work directly with Derek Day, or his designee.
