Subject: RFQ/P 2026-02 City of Hinesville Public works and Utilities Operations and
Maintenance - Addendum No. 2
Dear Sir/Madam:
The subject Addendum is being issued to answer questions received from prospective bidders for
RFQ/P 2026-02, by the May 20, 2026 due date.
RFQP/Tour
1. The RFQ/P indicates that we have to offer a proposal/cost for public works and a
proposal/cost for transit. The RFQ/P indicates the public works project has an initial project
term of 1 year plus a 1 year option and the transit project has an initial project term of 2 years
plus five one year options. A: will this be two distinct contracts one for public works and one
for transit with two distinct project terms or B: will this be one combined contract of public
works and transit with one distinct project term as maybe provided in an addendum? This
question is also asked because the RFQ/P states on page 6, bullet 4.9 provide a narrative
describing the pros and cons of having one company performing all the services versus
multiple companies performing services. Two contracts.
2. Both the public works and the transit RFQ/P indicate a scope for vehicle maintenance. To be
clear, the scope of work does not include body shop repair work scratches, dents, collisions
and glass-window or windshield repair. Is that correct? Correct
3. In the tour, it was stated that the selected firm would provide as needed temporary help to
assist citizen groups with setup and takedown and cleanup of events at the public
parks/recreation areas. RFQ/P bullet 4.6 " How your company can provide additional and
temporary resources (personnel and equipment) in time of need." A: Is this a labor only
scope of work assisting the citizen group with their event equipment? Or B: does this include
providing temporary labor and event equipment--pavilions, tents, chairs, tables, barricades,
etc. and if so C: does the City of Hinesville possess such pavilions, tents, chairs, tables,
barricades, etc.? D: What is the level of scope for us to provide temporary equipment and

specific pricing? A. Labor only scope as City owns and/or rents necessary equipment
for events.
4. During the tour and stated in the RFQ/P on page 7 final bullet "All personnel...shall be and
remain under this agreement....these employees become employees of the Company with at
least the same or equivalent salary and benefits as they had with the current contractor."
Please provide the current 99 employee salaries and a detail of the employee benefits to those
99 employees. A breakdown was provided in the RFQ/P
II. Transition & Personnel Management
1. Benefits Parity: The RFQ/P requires transferring staff to receive "at least the same or
equivalent salary and benefits". Can the City provide a detailed "Summary of Benefits" for
the current contractor's employees (including 401k match, health premiums, and PTO
accrual) to ensure Veolia's cost model is truly equivalent? Available on the current
contractor's website.
2. Accrual Recognition: "Do the 99 employees have the same vacation allocation? If the
number of days off vary per employee, please provide details for scheduling purposes." The
current contractor has their own vacation policy, we assume each contractor will as
well.
3. Current Vacancies: Of the 99 full-time positions listed, are any currently vacant? If so, are
these positions fully funded and expected to be filled immediately upon transition? All
positions are full funded.
III. Sanitation & Solid Waste Operations
1. Customer Breakdown: Can the City provide a breakdown of residential vs. commercial
customers, specifically quantifying the "limited number of households outside of the city
limits" currently served? No houses for sanitation served outside city limits.
2. Route Performance: Does the City maintain data on "missed pick-ups" or frequent service
complaint zones that Veolia should target for optimization? Question falls outside of the
scope of the RFQ/P.
3. Yard Waste Processing: Grinding and disposal of yard waste is required. Is there existing
throughput or capacity issues with the current City-owned grinding site or equipment?
Grinding and screening is handled by a vendor.
4. Polycart Management: The budget allocates $108,576 for over 1,800 new carts. What is the
City's current annual loss/breakage rate, and is the inventory currently managed via digital
tracking (RFID) or manual logs? Information does not impact bids.
5. Holiday Surge: The sanitation department works Monday-Friday including holidays. What
is the City's expectation for managing disposal volume surges immediately following major
holidays? The City's expectation is that the disposal volume surge is managed by the
vendor so there is no impact to customers.
IV. Transit Fleet & Facility Maintenance
1. Asset Inventory: How many total bus stop shelters, benches, and signs are currently in the
system, and how many new "installations" are forecasted for the next 24 months? 19

2. ASE Sign-off: The City requires an ASE Master Technician to review and sign off on all
work. Does the City require this Master Tech to be on-site during all operational hours (6
AM - 7 PM), or is periodic daily sign-off sufficient? All Transit vehicle repairs require
oversight and signoff by ASCE Certified Master Technician. Therefore, the Master
Tech will need to be available to be onsite for all Transit Fleet repairs/inspections,
including those that may occur outside regular business hours.
3. Solar Maintenance: For shelters with solar lighting, what is the average age of the units, and
are there specific "high-vandalism" areas requiring more frequent graffiti or panel repair? We
haven't had any areas with frequent vandalism or more frequent graffiti or panel
repair.
4. Cleaner Specifications: Are there specific "non-toxic, biodegradable" cleaners currently
approved by the City to meet local environmental requirements for structure washing? No, if
its plant based and biodegradable it's acceptable.
5. Improvement Areas for Transit & Fleet Maintenance: What improvement priorities
would the City like to see in this scope of work? Bus cleaning, particularly inside
detailing. More effective cleaning of the shelters, particularly the glass.
V. Administrative & Performance Modeling
1. Fleet Software: Since the City does not own the current fleet maintenance software, does the
City have specific data-integration requirements for the new system Veolia will provide? The
current system is Hyperweb PSD. If possible, we need to transfer the data from the
current system to the new system.
2. Grant Success: The contractor must assist in finding and applying for grants. What is the
City's historical success rate with CDBG or LMIG funding, and are there specific transit or
public works projects currently awaiting approval? Hinesville is a CDBG entitlement
community and has had success with LMIG funding.
1. 3. CAPEX Thresholds: The City is responsible for capital expenditures and repairs. What is
the internal "emergency repair" dollar threshold where Veolia can act without prior Council
approval to ensure service continuity? All repairs over $2,500.00 must have approval
from the Transit Director.
3. Reporting Workflow: Does the City require time-stamped monthly photos of every bus
shelter? Yes, a checklist is also provided and must be completed monthly.
VI. Streets & Drainage
1. Flood Mitigation: Does the City have a list of priority "hot spots" for the 83 miles of ditch
maintenance and 5,289 storm structures to prevent localized flooding during coastal rain
events? Yes
2. Sweeping Debris: Where is the final disposal site for street sweeping debris, and are there
any existing environmental compliance issues at that site? The screening and grinding yard
at JV Rd. No existing environmental compliance issues.

3. Event Labor: What is the average annual labor hour requirement for "City specified
occasions," such as downtown parades and Christmas decoration setup? This is not
currently tracked.
VII. Water Transmission, Treatment and Distribution
Wells - 5 Ground Water Wells
1. Can we obtain a copy of the source water assessments for each well? Question falls outside

2. Can we have copies of the Wellhead protection program? Question falls outside of the

3. A hydrogeologic model should have been completed as a part of the Wellhead Protection

4. In regards to well servicing, are these maintenance and performance tests completed on a
regular basis? Yes
