Request for Qualifications
Consultant for Van Buren Township Property Development
The Township, is soliciting qualifications from interested and qualified consulting
firms to conduct, as described in this Request for Qualifications (“RFQ”).
This RFQ is a competitive bid based on respondent qualifications, service
capabilities, and other factors to select a consultant that best meets the needs of the
Township. This RFQ contains the instructions governing the proposals to be
submitted, the materials to be included therein, and the requirements that must be
met to be eligible for consideration.
Information for Respondents
The Scope of Work section of the Request for Qualifications (RFQ) describes
the services required. The Township reserves the right to modify the
requirements for this RFQ.
The deadline for RFQ Questions may be submitted via email to mcoburn-
dda@vbtmi.gov by May 19, 2025 at 4:00 p.m.
The Township does not assume responsibility for reimbursement of costs
incurred by respondents in replying to this RFQ. All proposals submitted will
become the property of the Township. The Township reserves the right to
reject any or all responses or select the response most advantageous to the
Township.
Proposals should be submitted as instructed in the “Submittal Deadline”
section of the RFQ and must be received by the Township by June 2, 2025
at 10:00 am EST. Proposals received after this date and time will not be
accepted.

INTRODUCTION:
The Township has owned a 181-acre greenfield property since December 2019 and is
seeking a qualified consulting firm to provide comprehensive services as a strategic
partner in a transformative project. This is a rare opportunity to create a dynamic
development in an emerging community with significant growth potential. The Township’s
legislative body is a stable, cohesive unit that has a track record of getting things done
and is committed to making this project a success. They are eager to collaborate with a
professional firm that can provide expert guidance in a multi-year development process.
The Township has no predetermined vision for the site but aims to base decisions on
market trends, demand and extensive community input.
I. PURPOSE
Van Buren Township is seeking proposals from qualified consultants to assist in preparing
reports and documents for the purpose to attract potential developers to develop their
181-acre site located at the northwest corner of Belleville and Tyler Roads. Previously
owned by Ford Land for several decades, the site is currently a vacant greenfield and
presents a prime development opportunity. The Township intends to conduct robust
public engagement to determine community preferences, while simultaneously
undertaking a comprehensive market analysis to explore viable development options.
Additionally, the Township seeks to complete site investigations and due diligence to
assess the property’s suitability for development, including regulatory compliance. Final
deliverables will include a comprehensive final report summarizing findings and
recommendations, as well as a draft Request for Proposals (RFP) document to solicit
developer interest.
II. PROJECT BACKGROUND
Van Buren Township is a vibrant community located in Wayne County, Michigan. Situated
at the crossroads of I-94 and I-275, the township is a convenient destination at the midway
point between Detroit and Ann Arbor, it offers a blend of suburban charm and easy access
to urban amenities. The Township is known for its diverse population, scenic parks,
family-friendly atmosphere, and a strong economic foundation.
Van Buren Township boasts a range of housing options, from historic homes to modern
developments, making it an attractive place for families, professionals, and retirees alike.
The community is committed to maintaining a high quality of life with active neighborhood

Site Context:
The 181-acre property at Belleville & Tyler Roads was purchased in December
2019 from Ford Land.
The Township aims to partner with a private developer to promote economic
growth and investment.
The property includes approximately 50 acres of active farmland and 10 acres of
recently cleared wooded area.
A Belleville Road expansion project (from two to three lanes) is scheduled for late
2025, incorporating drainage improvements and pedestrian pathways.
There is a 440-acre property approximately 1 mile north of the site at the northwest
corner of Belleville & Ecorse Roads. This property has been acquired by the
Detroit Regional Aerotropolis which is a regional economic development
organization, for the purpose of industrial development and job creation
The site is adjacent to the Belleville Road Corridor, a major commercial area with
a mix of retailers and businesses.
The Township property is located in an Opportunity Zone.
Key local amenities include the Van Buren Township Community Center, Wayne
County Community College, Belleville Lake, and Willow Run Airport.
The Township envisions a development that integrates commercial and residential and
recreations uses, pathways, guided by market feasibility and community input, to create
a sustainable and appealing project.

III. SCOPE OF WORK
The selected consultant will be responsible for the following key areas:
A. Market Analysis
The consultant will conduct a thorough market analysis to guide community
engagement & stakeholder input as well as identify realistic development options for
the property. This market analysis should include:
o Demographic Analysis, including trends and projections
o Local & Regional Economic Trends:
1. Employment Trends
2. Relevant Infrastructure and Services.
3. Relevant Real Estate Market Conditions.
o Review and research subject property.
o Complete evaluation for business/services which are not represented in the market
area, but there may be a market for.
o Look at comparable industry trends and research market area to identify existing
and planned construction & developments.
o Analysis of current and future market conditions.
o Consumer behavior, preferences, and purchasing patterns.
o Identify potential market strengths and weaknesses of the property.
o Consider the surrounding properties and businesses and how they would interact
with the potential property development strategies.
o Assess local and regional market to understand supply and demand of various real
estate uses.
o Identification and pros/cons of Public Private Partnership opportunities.
o Recommendations on how to effectively market the property to achieve the desired
developments.
o Any other recommended strategies or information to help facilitate realistic options
for the future development of the property.
B. Site Feasibility & Environmental Due Diligence:
The consultant will be responsible for completing a site feasibility and environmental
due diligence report. The report for site feasibility and environmental due diligence
will include the following:
o Conducting a site analysis to evaluate constraints and opportunities.
o Review of available due diligence documents including, but not limited to, title,
survey, wetlands, wetland mitigation, topographic maps, traffic and access, &
environmental studies.
o Reviewing zoning, infrastructure, and other environmental considerations.
o Identifying development options that align with community needs and market
demand.
o Any other recommended strategies or information to help facilitate realistic options
for the future development of the property.
