Shower and Bathroom Trailer

PURPOSE

The County of Spotsylvania, VA is seeking quotes from qualified Contractors to furnish and

deliver a portable comfort station with showers and restrooms to the Fire and Rescue Training

Center at 12901 Trench Hill Lane, Fredericksburg, VA 22407. The portable comfort station

shall provide four (4) individual shower and restroom stalls. Vendor shall provide any special

equipment needed to deliver the trailer to the site and set up the trailer.

The intent of this Request for Quotes (RFQ) is to solicit quotes from qualified firms and to set

forth the terms and conditions whereby Spotsylvania County may contract for the goods and

services as described herein.

The successful firm shall provide all goods and services as described in the Specifications

provided herein or as directed by Spotsylvania County.

II. BASIS OF AWARD

The award of a purchase order resulting from this Request for Quotes shall be based on the

following criteria:

Price - The quotes will be evaluated and contract award will be made to the lowest responsive

and responsible Bidder in accordance with the Spotsylvania County Procurement Policy.

Contract award will be based on the Total Quote Price, as stated on Attachment A - Quote

Form.

The County reserves the right to reject any and all quotes in whole or in part and to waive any

informality prior to making an award.

III. INSTRUCTIONS FOR SUBMISSION OF QUOTE

A. This competitive Request for Quotes procurement shall be conducted in accordance with

the Spotsylvania County Procurement Policy. The Procurement Policy is available at

http://www.spotsylvania.va.us/377/Spotsylvania-County-Policies.

B. Quotes must be made by utilizing and signing Attachment A - Quote Form. The Quote

Form (all pages) of this RFQ must be completed and returned for a Bidder to be considered

responsive. The Quote Form shall be filled out in its entirety. Failure to do so may result

in the County declaring the Bidder nonresponsive.

C. If deviating from the Specifications, the Bidder shall complete the Response Statement of

the Quote Form (Attachment A) in a sufficient manner to allow for a detailed comparison

of the RFQ Specifications and the Bidder’s proposed goods and services to ascertain

adherence to the Specifications. The Bidder must explain in the Response Statement any

deviations from the Specifications.

D. Questions must be e-mailed. All responses to inquiries will be in writing in the form of an

Addendum and will be posted on the Procurement Division website -

responsible for verbal clarification of information provided by parties other than staff of

the Procurement Division.

E. Bidders are responsible for familiarizing themselves with all of the requirements stated

herein and made part of.

F. Late Quotes shall not be considered. Quotes will be returned to Bidder unopened if received

by special carrier or not accepted if hand delivered by Bidder. The time of receipt shall be

determined by the time clock stamp in the Procurement Division, Room 414.

G. Inclement weather: In the event that Spotsylvania County is closed during the scheduled

time to receive the quotes, the quotes will be due the next business day that Spotsylvania

County is open at the appropriate times as stated in the RFQ. No exceptions will be made

in this situation. Please contact the procurement officer as stated in the RFQ for

information pertaining to this procurement.

H. Specifications incorporated into this Request for Quotes should be followed accordingly.

Quotes must be made by utilizing and signing the Quote Forms. The quote form must

include the total cost price, delivery/installation date/times, warranty and exceptions to the

specification (if any), to be considered responsive. The Quote Form in its entirety must be

completed and returned for a Bidder to be considered responsive.

I. Any Bidder transacting business with Spotsylvania County may be asked to provide proof

of registration with the State Corporation Commission (SCC), as required by Sections 13.1

or Title 50 of the Code of Virginia.

IV. SCOPE OF WORK

The County is seeking to purchase a portable comfort station to provide showers

and restrooms at the Fire & Rescue Training Center, located at 12901 Trench

Hill Lane, Fredericksburg, VA 22407. The unit shall include the following:

A. Construction

1. (4) Individual shower and restroom stalls.

2. Each individual station/room shall have a separate entrance door with Exterior

steps and handrails.

3. Vacancy identifying locks indicating when the stall is in use.

4. Durable external locking capability when the trailer is not in use.

5. Construction of the trailer to be able to hold up for all 4 seasons.

6. Internal heating and cooling system for the individual stalls and any utility areas.

7. Seamless laminated flooring.

8. Durable interior hard surfaces that are easy to clean and disinfect.

B. Utilities

1. 30-amp electric service plug.

2. At least a 500-gallon waste water tank with a 2” or 3” dump valve connection.

3. Ability to hook up to water with a 3/4” garden connection.

4. Propane hot water heater sufficient to supply all 4 shower stalls.

5. On-board propane of at least 80 gallons.

6. Exterior Lighting.

7. Each individual stall shall include interior switch lighting.

C. Interior

1. Each individual stall shall have its own entry door

2. Each individual stall shall include a sink (no preference for porcelain or stainless

steel)

3. Each individual stall shall include a Full flush China / porcelain toilet

4. Each individual stall shall include an open Stand-up shower with basin (no

preference for door or curtain)

5. Each individual stall shall include a Double Roll Toilet Tissue Dispenser.

6. Each individual stall shall include a Hands-Free Towel Dispenser.

7. Each individual stall shall include a Sanitary Napkin Disposal SS

8. Each individual stall shall include either a Foaming or Liquid Soap Hands-Free

Dispenser.

9. Each individual stall shall include a Single Framed Mirror.

10. Each individual stall shall have an internal width no less than 36”.

11. Provide a detailed color photo of the interior part of the trailer, if not available

online.

D. Materials

1. Axles sufficient to support the weight and transport of the trailer.

2. Electronic braking system.

3. Tongue to accept a 2” or greater ball.

4. Leveling jacks to support the weight of the trailer when not attached to a hauler.

5. Durable roof construction with at least a 10-year warranty.

V. TERMS AND CONDITIONS: (Effective March 4, 2019)

A. Acceptance, Invoicing and Payment

Spotsylvania County will make payment to the Contractor, Net 30 days or in

accordance with discount terms, if offered, after receipt of an acceptable invoice for

work resulting from this RFQ.

Nothing herein, or in the process, shall be construed as having obligated the County to

pay for any expenses incurred by respondents to this RFQ or to the selected Contractor

prior to approval of a Contractor services contract.

Pursuant to Virginia Code § 2.2-4354, (1950, as amended), the Contractor covenants

and agrees to:
