The Village of Libertyville (“Village”) is requesting a Statement of Qualifications (“SOQ”) (“Proposal”) from qualified consulting firms (“Consultant”) for the design, preparation of construction bid documents, bid solicitation, and construction oversight (“the Services”) for the replacement of the Village’s streetlights along the South Milwaukee Avenue Corridor from Route 176 / Park Avenue to Austin Avenue.

The intent of the Services is to identify the following:

Feasibility of replacing existing light standards with decorative light standards including:

  • Compatibility of existing electrical services with decorative fixtures;
  • Evaluation of light standard spacing and compliance with applicable regulations from Illinois Department of Transportation or other body;
  • Condition of existing footings/anchors and their ability to be reused for decorative light standards in future; and
  • Evaluation of nearby adjacencies such as sidewalks, curb cuts, street trees and utilities.

Requirements for outside agency permitting,

Infrastructure needs and cost of replacing the existing concrete light standards with decorative standards, the same or similar to those located in the Village’s downtown district.

Summary of overall expected costs to implement plan to replace existing light standards with decorative standards.

Provision of construction plans which may be used for contractor bid purposes.

Summary of grant funding sources which may be available to implement the work.

The Services will ultimately provide framework for the Village to evaluate funding for the work or identify possible grant funding for the improvements and pursue construction contracts for the desired replacements.
