Subject: Request for Qualifications/Proposals (RFQ/RFP) No. 1169-1:
BLOOMFIELD TOWN CENTER REVITALIZATION DEVELOPER
The Town of Bloomfield invites you to submit a proposal based on the requirements of the
enclosed RFQ/RFP. The RFP and any addenda can be found on the Town of Bloomfield
website, http://www.BloomfieldCT.gov as well as the State of CT DAS website
https://portal.CT.gov/DAS/CTSource/BidBoard on and after March 11, 2026. The
information contained herein outlines the intent and scope of the project; the guidelines
governing the submission and evaluation of all proposals; and IRS Form W-9, Request for
Taxpayer Identification Number and Certification which must be completed and
submitted with your proposal.
We ask that your submission conform to our format request as closely as possible. The
Town may accept responses that have exceptions to any requirement in the RFQ/RFP. Any
exception or alternative must be clearly delineated in a separate attachment to the
submission. The RFQ/RFP and the statement of qualifications submitted by the
Successful Respondent will be made part of the resultant contract between the Town and

the Successful Respondent. The Town of Bloomfield reserves the right to terminate this
RFP process at any time with or without notice to the prospective Respondent.
All proposals must be received in the office of the Purchasing Department by Friday,
April 10, 2026, at 12:00 p.m. EST.

1. INTENT
The purpose of the RFQ/RFP is to solicit Developer Qualifications and
Development Proposals from prospective developers. It is the intent of the RFQ/RFP to
identify the party most likely to successfully develop the Town Center in alignment with
the Town Center Economic Development Master Plan. The Town Center Master Plan can

2. SUBMISSION AND DEADLINE
2.1 One Original (clearly identified as such), plus two (2) paper copies, as well as one
read-only electronic copy on a thumb drive, shall be submitted to the attention of:

2.3 Questions about the Scope of Services, submission and other requirements

2.4 Developers are requested to limit their contact with the Town regarding
this RFQ/RFP to the person named herein.
2.5 The Town may entertain the submission of proposals from a team of
developers. The submission of any such proposal shall clearly spell out roles and
responsibilities between the parties and identify the lead developer with whom the Town
will contract and who will coordinate the activities of any sub-Developers.
2.6 The Town may accept proposals which take exception to any requirements
in this RFQ/RFP, or which offer any alternative to a requirement herein. Any exception or
alternative must be clearly delineated and cannot materially affect the substance of this
RFP.
2.7 The Town of Bloomfield reserves the right to cancel this RFQ/RFP or refuse
any and all submitted proposals for any reason deemed to be in the Town's best interest.
Prior to submitting its proposal, the respondent firm is responsible to bring to the Town's
attention any ambiguity in this RFP. Failure to do so shall result in the respondent firm
forfeiting any claim for adjustment based on such ambiguity.
3. SPECIAL INSTRUCTIONS
3.1 Developers responding to this RFQ/RFP are hereby notified that all
proposals submitted and information contained therein and attached thereto will not
become public information until the Town has awarded a contract to the Successful
Respondent.
3.2 Developers responding to this RFQ/RFP must have sufficient staff and
expertise to complete the project. The Developer must agree that the company, and all
personnel and subcontractors assigned to this project are qualified for this type of work
and a project of this scope.
4. BACKGROUND INFORMATION AND EXISTING ENVIRONMENT

The Town of Bloomfield is a municipal government located in Hartford County,
Connecticut. Incorporated in 1835, Bloomfield operates under a Council-Manager form of
government pursuant to its Charter, with a nine-member Town Council responsible for
legislative functions and the appointment of a Town Manager to oversee day-to-day
operations. The Mayor and Deputy Mayor are selected from among the Council members.
Town Hall is located at 800 Bloomfield Avenue, Bloomfield, CT 06002, and more
information is available on the Town's official website at https://www.BloomfieldCT.gov/.
The Town encompasses approximately 26.9 square miles and had a population of 21,535
as of the 2020 U.S. Census. The community has a median age of approximately 47.8 and
a median household income of $97,436. Bloomfield is a regional employment center and
home to several major employers, including the headquarters of Cigna. The local economy
is supported by a diverse mix of industries, including finance and insurance, healthcare,
manufacturing, and logistics.
Bloomfield is development-friendly, with experienced staff who stand ready to provide
guidance and assistance related to the development of this site. The current mill rate is set
at 35.64, assessed at 70% of appraised market value. The Town is a member of the 29-
town Capitol Region Council of Governments (CRCOG) and works regionally on many
projects with other central Connecticut municipalities. It is a member of the Metropolitan
District Commission (MDC) from which it derives its water services.
Municipal services include full-time Police and Fire Departments, garbage pick-up
including single-stream recycling. The Town also offers a range of recreational amenities,
including a municipal golf course and access to regional trail systems and nearby state
parks. Bloomfield is committed to responsible governance and community development
and actively supports initiatives that enhance quality of life for residents and promote
sustainable economic growth.
Recently, the Town has embarked on several projects aimed at revitalization, including
the Prosser Library redevelopment and multiple residential community redevelopments.
The Town was awarded a Community Investment Fund planning grant by the the State
through DECD to develop a Master Plan for the Town Center. That plan was recently
completed. These efforts illustrate Bloomfield's continuing commitment to a diversified
redevelopment strategy, spanning cultural and civic upgrades, a range of housing options,
and strategic economic drivers.
Concerning the acquisition of property, to ensure that long-term revitalization and
development goals are met and key redevelopment areas are not excluded, the Town may
consider the use of a wide range of available municipal tools, consistent with State and
federal law, to support the acquisition of priority sites.
5. SCOPE OF SERVICES

The Developer shall assist the Town in advancing the vision and goals of the Town Center
Economic Development Master Plan and maximizing both fiscal and community benefits
to the Town.
The developer's scope shall include at a minimum, (some of which was included in the
Master Plan document and may need to be expanded for the Developer's proposed site
design):
5.1 Financial modeling/proformas, and land use analysis.
5.2 Infrastructure capacity, site constraints, and regulatory considerations.
5.3 Recommended phasing strategies and funding approaches.
5.4 Preparation of conceptual site plans, design schemes, and development
programs based on the Master Plan.
5.5 Propose development models, including public-private partnerships, joint
ventures, or disposition strategies.
5.6 Identify private and public funding sources (e.g., tax credits, grants, , etc.);
Recommend incentives and risk-sharing frameworks.
5.7 Recommend zoning amendments or overlay districts as necessary for the
Developer's plan; Obtaining zoning, permitting, and approvals processes.
5.8 Provide a proposed implementation timeline and identify key milestones,
responsibilities, and performance benchmarks.
5.9 Participate in public workshops, Town meetings, and stakeholder briefings.
5.10 Incorporate Master Plan concepts, community and Town feedback into
development planning.
6. PROGRESS REPORTING
The Developer and the Town's Project Manager shall hold progress meetings as
often as necessary, via phone or video call or on location, but no less than once per month
until the project has been completed. The Developer shall supply the Project Manager (via
email in .pdf format) with all completed or partially completed designs, forecasts, maps,
or plans at least three (3) working days before each progress meeting. The Project Manager
shall schedule the advisory committee meetings and other meetings, as necessary, at key
times during all phases of the development.

8. CONTRACT MANAGEMENT
8.1 The Successful Respondent will communicate with the Bloomfield Town
Manager or his designee.
8.2 The Successful Respondent will assign one qualified individual, who will be
the firm's day-to-day contact person/Project Manager, who will be responsible for
directing and coordinating the activities of the firm's personnel and all subcontractors in
all aspects of the project.
9. EVALUATION AND AWARD
9.1 Selection Criteria
A Selection Committee will be formed to evaluate proposals using the criteria
below. The Selection Committee will create and utilize a scoring rubric to ensure fair and
consistent evaluation in line with the enumerated criteria. Each member of the Selection
Committee will affirm that he or she has no conflict of interest, and if a conflict of interest
arises, that person(s) will recuse themselves from evaluating any proposal. A conflict of
interest shall be deemed to exist when any member of the Selection Committee has, or
reasonably appears to have, a personal or professional interest that would result in a direct
financial or other tangible benefit to such member as a consequence of the selection of a
particular vendor.
The following criteria will be used in evaluating proposals and determining the
most responsive Developer:
9.1a The Developer's technical understanding of the project scope as evidenced
by the proposal submitted.
9.1b The background, experience. and the financial capability of the Developer
in similar projects (especially with other municipalities or projects of this scope) as well
as the specific background, education, qualifications, and relevant experience of key
personnel to be assigned to this contract.

9.1c Proposals in response to this RFQ/RFP will be reviewed and scored against
the criteria listed above, and recommendations for award will be made in accordance with
the scoring rubric and standard purchasing procedures.
9.1d Proposer shall demonstrate, to the Town's satisfaction, that it will have
ready and immediate access to up to $15MM USD in available capital upon selection as
the successful bidder.
9.2 Selection Procedures
The Town intends to enter into a contract with the most responsible and qualified
Developer whose proposal is determined to be in the best interest of the Town.
9.2a The Town reserves the right to reject any or all proposals or parts thereof
for any reason, to negotiate changes to proposal terms, to waive minor inconsistencies
with the RFQ/RFP, and to negotiate a contract with the Successful Respondent.
9.2b It is anticipated that several Developers whom the Town determines to
have submitted the most responsive proposals will be invited to interview and make a
detailed presentation before the Town.
9.2c The Town shall, after a thorough review of the proposals received, and after
conclusion of the interview process if needed, award the contract to the Developer whom
the Town deems best qualified to perform under this contract.
9.2d The Town reserves the right to cancel this RFQ/RFP at any time for any
reason.
10. PROPOSALS
The Town will not be liable for costs incurred in the preparation of the response to
this RFQ/RFP or in connection with any presentation before the Town. Proposals
submitted must be bound, paginated, indexed, and numbered consecutively. The original
proposal must be clearly marked as such. Developers shall submit as their proposal the
following:

10.1 Letter of Transmittal: A letter of transmittal addressed to The
Purchasing Manager, which includes a statement by the respondent accepting all terms
and conditions and requirements contained in this RFQ/RFP. The letter should also
include a brief discussion of the Developer's background, experience, and ability to
perform this contract in accordance with the Scope of Services. Also to be included is a
listing of clients for whom similar services were performed.
10.2 Detailed Proposal, which includes the following sections:
10.2a Brief statement as to the developer's particular abilities and qualifications
related to this project.
10.2b List of municipalities in Connecticut for which the developer has provided
similar services during the last three years. Please also include the name and contact
information for these references.
10.2c Resumes of key personnel who would be assigned to this project. The
Successful Respondent shall not employ any subcontractor to fulfill any of the duties
herein specified without express, prior written approval of the Town of Bloomfield or its
designated agent.
10.2d Additional information or documentation that may be useful and
applicable to this project. Provide samples of innovative changes made to plans of current
clients .
10.2e Prior to contract, the Successful Respondent will be required to provide
insurance coverage as specified in Section 11.1.
10.2f Information concerning (a) any suits filed, judgments entered, or claims
made against the developer during the last five years with respect to employee assistance
program services provided by the firm or (b) any declaration of default or termination for
cause against the developer with respect to such services. In addition, state whether
during the past five years the developer has been suspended from bidding or entering into
any government contract.
10.2g Developer's confidentiality policy, including methods of sharing
confidential information.

10.2h Services/Performance Expected of the Town: Define the nature and scope
of all performance/services to be provided by the Town.
10.2i All Proposals must be signed by the developer's authorized official. The
proposal must also provide name, title, address, e-mail address, and telephone numbers
for 1) the individual with authority to negotiate and contractually bind the firm, and 2) for
those who may be contacted for the purpose of clarifying any information provided
therein.
11. GENERAL REQUIREMENTS
11.1 Insurance:
The Successful Respondent shall be required to furnish proof of the following
insurance coverage within ten (10) days of receipt of Notice of Selection. Insurance shall
be issued by an insurance company licensed to conduct business in the State of
Connecticut with a Best's Key Rating of A-, VIII or better. Any and all exceptions must be
approved by the Town Manager. Insurance coverage shall remain in full force for the
duration of the Contract term including any and all extensions or renewal thereof. Each
insurance certificate shall contain a (30) day notice of cancellation. All renewal certificates
shall be furnished at least thirty (30) days prior to policy expiration. Any and all
deductibles are the sole responsibility of the Successful Respondent to pay and/or
indemnify.
